To do Japan full justice, she realises very clearly her responsibility towards Kores, and does not seek to minimise the magnitude of the fask she has taken in hand, Not only has the given her leading statesman to direct the work of bringing Kore into the ways of peace and prosperity, but she is 'so giving of her best to man the custping, the consular ser vice, and the various Government departments and institutions. So fur, however, there has not been that fixity of idea, that creative sbility, or that determination to carry reform through, in the face of any and all obstacles that one could have wished to have seen dis played. Turning to the question of the land and its workers, probably a generation will have to elapse before Korea can make any real advance In this direction. As the present time there are so many officials taking toll of the crops as fast as they are mised that those who depend upon the land and its fruits for their living are always in the dirent poverty, despite the fact, that their requirements are of the scantiest, This rapacious system, moreover, has the in direct effect of paralysing the development of agriculture throughout the country. A stranger visiting Kores, especially if be comes straight from fruitful Japan, is struck at once with the apparent "sterility of the land. As a matter of fact, Korea, properly developed and cultivated, is one of the most fertile countries in the world, taken as a whole. Coolies, however, will not cultivate an inch more ground than suffices to fill their wants, since they krow full well that if they do the result of their 'extra labour will only be seized by soms official or another.
It is understood that the Japanese adminis. tratīvę staff at present in Korea is preparing a measure for the encouragement of agriculture throughout the country, and for the sweeping away of the many abuses that now retard and. hamper progress in this direction. This will probably be laid before the Emperor of Korea during the present year, though how long it will be before he can be brought to accept the new conditions it is impossible to predict. The Japanese, however, understand far better than any Western people the working of the un- tutored Oriental mind, and they may be relied upon to carry through any work to which they
