The facts are shortly as follows: On July 13, 1906, a complaint was preferred at the Police Court by the Building Authority against Fung Chun Un, under sections ago and 259 of the Public Health and Buildings Ordin- ance (1 of 1903) charging him with neglecting. to comply, with the requirements of a notice dated June 29, 1906, requiring him to remove certain illegal wrought iron partitions at No. 1, 2, 4 and 5, Hill Road. On the hearing of the said complaint on July 31, 1906, the Magis- trate held that the notice was bad because it did not refer to the section of the Ordinance alleged to have bees contravened but he con- victed Fung Chun Un under section 222, sub section 1 of the same Ordinance for having commenced the building of these parti- tions without having previously submitted proper plans to the Building Authority, and im posed a fan of $100, under section 159 of the Ordinance. No objection has been raised as to either of these decisions, so for the purposes of this appeal they stand.

OFF-DAY, 23RD FEBRUARY, The sun, which during the first three days of the race meeting refused to shine on the gathering at the Happy Valley race-coume, shed his welcome warmth and light on the scene this afternoon, when the Off-Day meeting took place. The change in the conditions of the weather, as might have been expected, at- tracted a very large gathering of spectators. The hour set for the commencement of the first race. was two o'clock and by that time the lawo and the grandstand presented a very gay appearance.

Tho tonnage of British and Foreign men-of-war docked during the past six months shows a decrease of 73,500 tons, a falling off largely attributable to the arrival in the Philippines of, the Floating Deck,-not-a-single- American vesil having come to ur for docking since then. On the other hand, the tonnage of merchant' versals shows at increase over the previous six months of some 10,098 tons, the tonnage docked since 1st July, being for this class of vessel 466,369 tons. While we Eave not been engaged in the construction of any large vessels lately a glance at our report will show that we have not been idle in the building yard, quite a number of small craft having been turned out and others are now nearing completion; this work together with the repairs to the numerous vessels damaged in September last has kept us fully employed Towage and Dredger

The value of "materials on hand" is about the same as in the last account, while work in progress shows an increase of about $82,000 The purchase of the land at Kowloon referred to at our private meeting 'in August last is completed, and we have now under considera- tion tenders for the work of removing the hill and lengthening the No. 1 Dock. We propose carrying on this work with our own staff, and, as I have already mention- ad, recommend passing the first sum of $50,000 to an account specially to defray the cost of this undertaking and we hope to be able to carry it through without making any call upon shareholders for increased capital. Before moving the adoption of the report and accounts I shall be pleated to answer to the best of my | ability any question you may wish to ask.

Ginly four panies faced the starter for this event. A very good start, with Southdown on the rails, leading. He was followed by Moorish Chief, who was going strong, the remaining Southdown came up gallantly and on coming two ponies being close behind. At Black Rock into view again was leading, Moorish Chief lag ging behind. When the three other ponies were on the home run he had not negotiated the village. The race home was not so exciting as was anticipated as Southdown ran home an easy winner by several lengths, the Fride of Cadzow a fair second, Saladin third.

About Io days ago we were startled to hear that the Customs Staff en route for Nanning were pirated at Kwel Yuen, and same turned out to be a mere canard. On top of this our small community were greatly alarmed on the 19th instant, when the natives of Wuchow spoke in whispers, that the s.5. The following rules for the prevention of the smuggling of firearms into China by revolu |tionary associations or members of secret organizations have been passed by the Mancha General Tich Liang in his capacity as the Controller-General of the I. M. Customs, and Wor-issued by the Inspector-General (Sir R, Hart) for enforcement by the Commitsioners of Cos- toms at the various Treaty Ports :-
