:

Among public men whose opinion is entitled ao respect it was considered that Sir Alexander was occasionally ten autocratic; too jealous of the rights of the Government, and not sufficient- ly tender regarding the feelings of the other side. In his favour, however, it was always re- membered that Sir Alexander's official career had been spent, for the most part, among Eas tern races, and that this probably accounted for any abruptness in his dealings with people in Demerara, which, although generally classed in works of reference among the Crown Colonies, yet possesses a form of representative WORKING ACCOUNT, IST JANUARY TO 3 ST Government of which it is not a little proud. In other words, Sir J. A. Swettenham proved himself a stong man, with, the 'defects of his undoubted qualities.

It was no comfortable berth, involving a routine discharge of duty to which Sir Alexan- der was appointed. The financial position of theion. Strict economy was urgent. In 1897-8 the colony demanded early and earnest atten-

Probably no Governor ever saw more, if as much, of the colony under his jurisdiction as Sir Alexander, who made it his business to become personally acquainted with every part which could possibly be reached by any knowḥ. means of transport. The gold and mining in- dustries were inade the subject of special legis- tation designed for their encouragement, and the absence of safe and speedy means of access to the scene of operations, which has greatly. handicapped those industries, received the earnest allemtion of the Governor. Re-lising the tirgent need for assistance, the Governer, avoiding the waste of time involved by sunfmoning the Legislature of British Guianu, immediately cabled £1,000 for the assistance of the sufferers. When the Com- bined Court-the financial assembly of the colony-met, there was a tendency on the part of one or two members to complain that the Governor should have fulfilled the exact letter of the law by consulting the Court first. The writer, who was present on that occasion, well remembers how the Governor at once offered, if necessary, to pay the entire amount out of¦ his own pocket, adding with rising emotion and with flushed cheek: "Some day, perhaps, it may be accounted unto me for righteousness that I came to the assistance of these poor people in their distress."

Of Sir Alexander's kindness of heart and hospitality he gave abundant evidence during his regime. No gendine appeal for assistance was ever made to him in vain. It so happened that his promotion.to Jamaica coincided with the promotion to the Lleutenant-Governorship of Ceylon of the late Sir Alexander Ashmore, XCM.G., whose able co-operation as Govern On ment Secretary he had enjoyed throughout his term of office. The cocorrent departure of these two Administrators was hailed as a public calamity. The people and Press of the colony were unanimous in their expressions of regret, and in their description of Sir Alexander and his colleague as two of the most distin guished Administrators who had ever served

the case, by a representative gathering of the British Guiana. It is on record that Slr J. A. Trading members of the community, enabling Swettenham's keenest critica were loudest in the colony to take stock of the Administrat or, their terms of praisą
