LOCAL AND GENERAL,
TWENTY-TWO men were arrested at No. 144. Queen's Road East last night (61h inst.)) by virtue of a gambling warrant. The raid took place about nine o'clock and was conducted by Sergeant Lee. The men were paraded before Mr. F. A, Hazeland, at the Police Court, this morning, and fined $3 each,
HENRY Bowdon, a petty officer on board H. M. S. Tirago, charged Lau Ping, a ricksha coolle (No. 1647), before Mr. F. A. Hazeland, at the Police Court, to-day (7th inst.), with assault. The complainant's story was thai while he was Walking in Connaught Road West shortly after midnight yesterday he was struck on the head. from behind. Turning round he saw the accured tearing, down the, road, A chase followed and accured, was fun to earth. The fatter denied the allegation. His Worship did not place much reliance on complainant's narrative and adjourned the case..
As briefly reported by special iclegram in our columns the other day, H. E. Viceroy Yuan! Shib-k'al has issued stringent instructions to the local authorities of Tientsin, Aangku and Chingwantan, the Tientsin Police and Detec tive Corps and the Railway Police, to keep a strict watch on coolies emigrating for service abroad. This step has been taken to prévent Chinese labourers from going to work on the Panama Canal, first, because of the extreme unhealthiness of that Isthmus and vicinity, and secondly, because of the harsh legislation in the United States against the entrance of Chinese labourers and handicraftsmen into the country. So long as this legislation continues in force in the United Statos en long, it is reported, will the Cainese Government stop Chinese la bourers from going to the American Continent,
In the very early hours of Wednesday morning Chinaman-probably a shoemaker wanting Icather on the cheap, to make a harvest for the
Chinese New Year-was seen leaving the Naval Yard, with a roll of leather, valued at $32, as it subsequently transp-red, under bis arm. le was arrested and escorted to No. 1 Police Station, where he was taken care of for a few hours, until the curtain rose on the magisterial proceeding, when sergeant Lee" introduced" him on his appearance. There was considera- able doubt as to whether this was his debut, as he calmly admitted the offence with which he was charged, and appeared to be quite familiar with Court proceedings. Sergeant Leo, asked Mr. V. A Hazeland before whom the leather-fancier was placed, for, a remand, since his arrest it had been dis- covered that three other rolls had also gone astray from the same store kosse, and time was required to trace their whereabouts. The remand was granted. -
JAPANESE enterprise has laid plans to quietly take the immense Asiatic flour trade from the Pacific Coast millers Several small fouring mills, recently builtin Japan, have, heen cons solidated, and two mills have Just been com pleted at Kobe. Eight other large flouring mills are going into Japan, using American machinery. The superintendent of the largest mill in Tecoma has been engaged as superio- tendent. Moritz Thomson of Spokane, and R. Wilcox of Portland, two of the wealthiest millers on the Coast, are ■id-to be interested in two of the largest mills. During the last five years in four-milling industry on the Pacific Coast has reached 'enormous propor tions with an ever-expanding market in the Orient. Forty thousand tons of flour are now, being shipped from Tacoma to Vladivostok, Dalny and Newchwang, Japan proposes te seire this trade by grinding Manchurian-inaised. wheat is Japanese mills. Some wheat will be imported from Tacoma. Several cargoes of what have been shipped to Japan this winter.
PERCY Hutchins is a Briton with a very lively tura of mind, but he is not altogether particuler enough as to what that turn leads him to, and this failure led him 'into trouble in the wee hours of the morning, Percy is an un- employed seaman and resides at the Sailors' Home. On Monday evening he started out to enjoy life, but it cost him eventually more than- be expected. At about" 3 a.m., next mor ping Percy was noticed in Arsenni Street having an altercation with a ricksha conlie, while at the same time he was "blowing many blasts" on a police whistle. Hearing the shrill sounds an Indian constable came upon the scone to inquire what all the racket was about, when Percy, thinking the Indian policeman had evil intentions agaibst his welfare, and designs upon his whistle, became so excited and obstreperous as to require his removal to No. 7 Police Station. But Percy had "looked upon the wire when it was red, or, in other words, had indulged tog much in the juice of the hop, and a charge of being drunk and disorderly had to be entered against the name of "Percy Hutchins, seaman, unemployed,' Mr. C. A. D. Melbourns dealt with the case, and considered that a fine of $ with the payment of 35 cents to his ricksha coolie, whom he had previously refused to pay. would about meet the ends of justice-as far as Percy was concerned.
