SIR FRANE SWELTENHAM,

E.C.M.G.

"How is it," says a correspondent to the Ceylon Observer, that this able Administrator has not been thought of as our next Governor? Heh not too old and han just the experience that would tell in Ceylon. Look at this picture of bim from a London journal-

Thosa of our readers who visited the New, Gallery in the spring of 1925 cannot fail to s member Mr. Sargent's five portrait of Sir Frank Swettenham, and will recall how it dominated

eye again and again; and will realise, la nins CBSE out of ten, that while a blurred impression of certain other works of art remaised, that single triumphant figura stood out to prominent ly from its fellows as to make of them all Tittla more than a background. A close analogy is supplied by the position which Sir Frank Swal-

sobum himself occupied. In the world of || ✅ Malayi during the last twelve youre of his service. Those years, however, were only 10 (culmination of a long, and in at least one sense- A unique, career. Young Sweltenham joined the Civil service of the Straits Settlements in 1870 as the last and lount of cadets. He retired

thirty-four years later. from the post of Gever or of the Colony and High Commissioner for the Federated Molay States, having passed step by step, or by leaps and bounds, from the lowest to the topmost rung of the official lad der, without once being transferred for service to any other field of activity, This is au achievement without paraile or precedent in the Colonial Civil Service. It shows that Sir Frank had made himself, during a long term of years, indispensable to the local administra tion; that he had driven home an appreciation of this fact even to the slow understanding of the, Colonial Office; and that he possessed

those unusual attributes which alone can secure to a propbel the honour and obedience com monly denied to him in his own country,TM"

over, instead of leaving by the proper entrance, she came out by a side entrance by lifting up the curtain. She was with her mother and other relations, but in the attempt to avoid the crush, she ran right against a leopard's cage, which appearently she did not notice,

The leopard inauled her severely through the bars Shewauxcalped, the-skin-from-the. back of the head being completely torn off. When the circus people saw what had happen- ed, they promptly came to the poor girl's assistance and had her removed to Chandney

Hospital, where her injuries were, attended to. Her parents subsequently had her removed home from hospital. Her condition is now said to be serious.
