The area and population of lensog are much reater than the area and population of Singa pare, although the revenue is considerably less. The Settlement of Penang has an area of over 377 square miles and a population of over 250,?. 030, inclusive of 1,900 Europeans' and 3,000 Eurasians. The development of the Federated Malay States has given new life to l'enang, and her trade for 1904 was $6,000,000 greater than for 1903. Penang is`entitled to :—(1) »Tho_ox: penditure on her development of Bur, own, reventie after allowing for capital charges. (z). A fair proportion of seats in the Legislative Council. (3) Equal treatment with Singapore. (1) Her own Budget. (5) The presence of a Government Agent with authority to conduct the affairs of the Settlement with'aï little refer ence to Singapore as possible and of such standing and rank as would'enable him to bold- ly urge the needs of Penang, and with the right. to correspond direct with the Governor, and through him with the Secretary of State.
FEPRESENTATION IN COUNCIL.
At present Pénang is deprived of her rights. ller revenus is mixed up with the Singapore' revenue, and very rarely indeed has she had a lair sharo expended on her development. Even now the Colony is about to borrow an enor mous sum, partly on the security of the Penang' [2 revenue, for expenditure on Singapore harbour improvements, throwing a sop to Penang in ilie shape of a few thousand pounds. As a re- sult it will be'impossible to expend any, large sm on Penang for years to come, Singapore, with her smaller population; bolds five unoffi- cial seats on, the Legislative Council, while Penang holds but two. No efforts are made to secure the presence of the Penang members of Council; who have at grest loss and at great inconvenience to travel a long distance, while the Singapore members have but to walk across the road, by holding regular sessions of Council, and when the Penang members do attend the altitude of the Government is rather: here they are again with their Penang griev ances."
