"The report gives great credit to Chief Agent Lembkey and his guards..
Tourne........ Mr. Sima recommends that a revenus cutter
'cruise along the Alaskan cosa: from May 1st to the latter part of June, during the closed seasons, and follow the seal herd in its north. ward couras 'to the Pribylov Islands. Sime arges that the laws be strengtheaed so as to enable the revenue cutters to seize and fire upon any trespassing vessel having spals, or ssalskins or the paraphernalia for taking them. He suggests that the islands of St. Paul and St. George be equipped with a few smallTM can- non, but does not think a permanent military guard necessary.
