It is reported that the Commis- sjoner of Customs at Wuchow will
proceed to Nanning to make all the necessary arrangements in connection with the opening of a Custom-house at the now Treaty port.

The construction of the Shanghai-Nanking Railway was making good progress. About 80 miles were open for traffic, 20 miles more would be opened early in the new year, and the rest of the work was so, advanced that the
consulting engineers (Sir John Wolf Barry and Mr. A. J. More Insubordination at Portsmouth.
LONDON, 15th December. There has been a recrudescence of trouble at the Portsmouth Naval barracks.
As the new Commander was going round, a seaman, coughing obtrusively, was arrested, put in irons and sentenced to forty-two days' Imprisonment. This inciting disorder, all arms were locked up and roo Marines held in readiness.
The Commander said he was armed with exceptional powers to enforce discipline.

'A' Court-martial has been held on Admiral Niebogatoff and 77 officers who surrendered at the battle of 'Tsushima,
