mand ample funds-more than enough for next year, accruing from a surplus of the war fund, and increased receipts in. the re- venue from taxes.' la fixing the amount required for new works next year, it...je necessary to decide also the amounts to be absorbed by those works which will occupy years. in completion, but the surplus in the Treasury is quite inadequate to meet such a demand. Therefore the only means available for raising the required money are further incrasies of taxation and the issue of more Bondi. To avoid this, the Finance Department largely reduced the amounte demanded by the various Departments, and curtailed the projected new works to such, an extent that no increase of taxation, or the issue of Bonds, would be necessary. This was the cause of the dissensions between the Fin- ance Department, and the Departments of the, Navy, Army, and Communications. The original amount of expenditure demanded by the various Departments totalled over Y600,000,000, and the Finance Departmen! reduced it to between. Y576,000,pca and Y680,000,000. Eventually the amount was fixed at Y590,000,000 by the Cabinet Coun cil, the various Departments conceding be. tween ¥10,000,000 to Y20,000,000, off their Estimates. But even this has necessitated the Government proposing to issue Bonds to the amount of over 10,000,co, for the new works above referred to and about Y18,000,000 more for other purposes, the Premier and the Finance

The financial scheme just adopted may be described as a success when regarded ABA scheme framed after a great war, `, lihough it is to be regretted that the pledge to avoid further increase of taxation and issue of Bonds was not fulfiled, it is felt that it was almost im- possible to avoid such a course at the moment when the influence of victory in the late war still remains very active. The omission to provide -ways and means for the cont of works after 1908 is remarkable in a senas, but if the Government has in view a sound scheme to take effect after that year, this present failure may be excused.
