PROSPECTS OF REFORM, Well, gentlemen, if China's attitude in Manchuria seems to savour of the old ex clusivism, the talk of the day in China is all of Reform. The native press cries for reform and decries foreigners with almost equal energy- the very journals which are under foreign, and expecially under Japanese, protection showing the way. A leading Japanese paper, the `jiji, quotes a proverb about being bitten by one's own pet dog, and suggests that much harm in done by Chinese newspapers exercising a free. dom of speech for which China is not prepared —(bear, hear); but that they have helped im- mensely to stir Ching out of her lethargy and

Hardly have the members the Commissions which have lately been visiting America and Europe returned to Peking, than they are called into consultation; and we may feel a measure of personal interest in noting that Prince Tsal 1 ze, whom we had the honour of entertaining last April, has been foremost in condemning the indifference and selfishness of the great majority of the officials, and in advocating far-reaching reforms. Bistration costs money which officials and subordinates alike need, under the present system, for themselves. I will not stay to ask whetherthe Manchu penslnu list will be abolish ed, or whether eunuchs will be abolished? for the reply to Duke Tsai Tre's representaliums on this head seems to be negative. Will taxation be| regulated? Will yamén runners, who represent extortion and cruelty, be replaced by a proper force, and gaols be rebuilt on decent and sanitary principles? Or will all this, be scheduled, only, and Young, China be en: couraged to encroach 'upon, the Oustoms ser vice and on the Administration of the Foreign Settlement at Shanghal, instead of being advis ed to study and copy them as models? (Ap- plause.) Unquestionably a movement has been staneda movement educational and national-a movement whoto effects can never be eradicated, even if it he checked. Railway projects are discussed with approval whère, a generation ago, there would have been den unciation? municipal schemes are projected, though we hear linin yet of fruition; the demand for education is pathetic, in view of the relative dearth of competent teachera; and ona drastic change has been effected. The old system of oxaminations, which stereotyped a system of educations efficacious and respect- worthy in the past, though inconsistent with modern requirements, has been abolished; and it remains for us to hops that that most difficult change will be followed by others, which appear i to us equally difficult, in administrative methods.
