Shump's viceroyalty of the two Kwang H.E. spent enormous sums of m-noy, out of the treasury in Canton, in endeavouring to suppress the rebellion in Kwangs, and in establishing. schools in those provences Those suma rati into several millions of taels, but no details of such enormous expenditure appear to bave been returned, for it is now learned that the Ministry of Finance (Tuchihpu) at Peking asked H.E. It is stated here that H. E; Viceroy Yuan Shi Kai, Viceroy of Chibli, is about to be promoted and given a ministerial portfolio, in recognition of his past good services. It is understood that he will be succeeded at Chibli by H. E. Tong Shiu Yee, a native of Kwang- tung province, and a High Commissioner of the Imperial Maritime Customs.
