GOVERNMENT ECONOMY,

This

We" (Japan Chronide) learn from vernacu lar contemporaries that the estimates, of all Goverment Departments for the text fiscal year have been sent in to the Finance Depart» ment, with the single exception of the estimate for the administration of Saghalien. delay is due to the recently unsettled jurisdic tion of the administration of the new territory, Now that it has been decided that the ad- migistration is to be under the control of the Home Department, the estimate will be sub. mitted in a few days.

The total amount demanded by the various Departments, we understand, shows an increase of about 100,000,000 on the estimates for the present fiscal year. The available revenue, bowever, is unable to respond to so heavy a call, and the inance Department has ton- sequently reduced the aniount to less than half. A deficit is to be met by the surplus from last year's estimates, a surplus from the war fund, and the compensation for the maintenance of Russian prisoners, which is receivable from Russia, The Finance Department has firmly decided to avoid having recourse to any further increase of taxation orisus of bonds.

Finally a body of red fire was reach- ed, and with bucket poing and shovels, a lar e quantity of it was pas ed over the side. All this was done up the side of the cases of dynamite, the me. using planks for getting at the bags at manure, which were turned over with chain hook, A-8 p.m. the captain shaped the vessel's course for Manila. Meanwhile water was kept con- stantly playing on the manure and all hands were kept at work all night turning over and shifting the bags. By midnight all the red hot bags had been passed over the side..
