Road one of the oldest in this city, being turn. ed into an emporium for shops, bat Mr. W. H. Phelps, who was in favour of the plan being sanctioned, very rightly observed that the idea of building a shop was a very good one indeed as it would accommodate one or two are trade houses in and about Hastings Street who were under order from Government to vacate, the site being required for Government build- Ings.. This sound argument seemed to have affected the larger number of the member of the sub-Commitice with the result that the plan was sanctioned after considerable argument. This"the water thinks was a step in the right direction and one that is likely to benefit the public at large. The building will be completed by the middle of August next.

ABANDONMENT OF ST. HELEN Frithjef, Nor. ss., 891, H. A. Haraldien, 4th

The British Government has given orders that the garrison of St. Helena shall be remov- ed in October. It had long ceased to be of any practical use, except for preserving a tra- dition and providing salaries for a number of official. It has no military importance now, and had very little even in the days of sailing vessels As the island has no harbour no dan

ger could threaten any hit sh interest, even if it were seized by a hostile fleet.

When steam was unknown and the great Reels of East Indiamèn had to double st. Cape of Good Hope, when the Suez Canal was un dreamt of, whaling was a profitable industry and the South Atlantic à Creat fishing ground, St. Heleon was a convenient station on the

jong voyage, where water and fresh food night be obtained, weather permitting. It could sup port in comfort a population, that was not in exceunlits natural resources,

"Then came the caging of the Corsican ogre. British terior could had no

prison for the man who lind e caped from Eila, and the guard set over apoleon was kept up long after the military uselessness of the station, was understood. The population came to live chiefly, on the services it could render the garritos, and both depended largely on sup- plies from without..

Now the great Indiamen, and the whalets are gone; the route to india has bern changed and camera only pass by; the tetrer of Napoleon and all his works has abated-be is merely exploried" Nupaleonic legend" now; the garrison and the supplies are going; St. Helena is more remote than ever-ino iemate

even to hope for tourists, and a poort many of the 4.000 inhabitants would like to get pal of the place.

It seems that they cannot without assistance. It is not merely a question of the cost of trans portation, but the nearest land, Cape Colony, with which are their chief trade relations, will

•Dỡi admit munigrants who caugot shriw at feast L'o, a mot unknown to most of the Sele da people; white and black. Valess the fibrern- ment undertakes to remove a good part of the population as well as the garrison there will be a primitive struggle for the survival of the 51:

test on the island

When it has been evacuated, however, it will be like Tristan d'Acunha and a few other favour. ed sport, an undisturbed home for the lovers of the ai ple file, who ruay besides meditate over the emply sunb of Napoleon. At any rate 50 Helena has bern
