CIRCULAR.

H. B. M. Legation, Peking, 31st August, 1993, Sin-Cases have come to my notice in which missionaries have addressed themselves directly "Chinese_g@icists, either verbally or in writ

PRESENTS TO VICEROY SHUM..... This morning the commercial Bureau sent out a circular, which reads as follows: H. 1. Viceroy Shuni has consented to our request and has duly inemorialized the Throne upon the abolition of the Registration and Cancellation Fees charged by the Customs, and we, in acknowledgment of his unbounded benevolence, abauldin returngivolins a farewell dinner, or presents, to congratulate him on his transference. Therefore a meeting is called on the 7th inst, to discuss the question, mod the merchants of the 7: guilds are then requested to be present

This morning the committee of the 7z guilds and the Railway Company, in a body, present- ang, on behalf of their Chinese converts, ined in Viceroy Shum embroidered umbrellas as stead of acting through the proper channel, | ai acknowledgftent of his good government. which is one of 1. M. Consals or the head to

II. M. Legation.

Such intervention, I presume, would be re- Hended on the ground that some action has

en taken in regard to the convert which is in violation of Article VIII f the Treaty of Tentsin.

It is necessary, however, to point out that missionaries are not accredited agents of the British Government for the enforcement of the Treaty, and Article VI was not intended to confer upon missionaries any right of interven. tmn on behalf of native Christians,

I do ant see any objectin. 19 a missionary adressing

the local Chinese authorities duectly on any matter affecting himself per

somally, such as for notance a robbery that has been committed at his house, or any similar private affair.

*

If, however, a missionary has in complain jam behalf of himself that his teaching is inter- fered with, or that a Chinese pascher, or Curvert has been interfered with or persecated, his proper course is to lay the facts before the Consul of the district in which he resides, who atter doc examination will make such repres sentations to the Chinese authorities as the case may require.

His Majesty's Consuls are not authorized to delegate their duties in this respect to mis sinaries.

have reason to know that this view is

| shared by the managing bodies of Botizh Pro- start Missway Societies who carry an Mission work in China, and I understand that, it is accepted and acted on by most of the

missionary bodies in China
