Uctobit. Saturday, as usual, was an exciting day for the men under canvas. The C. R. A. inspected. the Artillery Companies at Cun Practice, while an officer of the R. Canton, 26th ctober.. The Government at Peking has requested H.E. Wu Ting Fan, ex-Minister to the United States of America, to return to Feking as soon as he possibly can, to arrange about the reform of the existing Chinese laws and punishments. H. E. Wu has devoted the last three years, as Minister of the Board of Punishments, to the reform of a large number of laws, in which ho proves to have been very successful, so for this reason the Imperial Government desires H. E. Wu to go further and make general reforms of all the laws of China. It is, however, stated that H E. Wa, after a holiday in his country house at Sun-ui, intends to retire, but it is at the

same time doubtful whether the Imperial Government will atcept his resignation and allow him to retire at present.

I trust that I have made myself sufficiently clear and demonstrated beyond any question of doubt that the proposed new Company will be unable to earn any money for several years, so that investors will get no return on their autlay till the happy day arrives when shores are bunded, dock filled up and steamers can go alongside the barver that have not yet been built. But those for whom shall feel most sorry are the people who will be allured into taking up the little item of Tls, 1,220,000 in debentures.

le conclusion it will perhaps not be out of place to say that of all the schemes with which, the local Dock Company has been entangled within recent years, the present one seems about the most advantageous one from a dock shareholder's point of view, provided the pro- moters pay us Tis. 1,380,000 down is hard cash. For no shareholder in the Dock Com. pany who retains his faculties unimpaired would dream of exchanging part of his scrip in the Dock for the piece of very flimsy paper offered hits by the new Company. When all is said and done most people will probably feel inclined to agree with the remark made by the worthy chairman of the Dock Company at the last annual meeting, to the effect that it would be bener if people would leave the Company to work out its own destiny.-I am, etc,

The railway business from Vladivostok is very brisk and the traffic in yielding a yearly profit of Rbls. 15,000,009. This is in contrast to what is happening on the Chinese Eastern Railway, which is showing an annual loss of Rbls. 30,000,000. The surveys of the Amur railway are beginning and all are hoping this line will be the ultimate saviour of the Russian Orient. Vladivostok and the other ports are suffering from over-confidence on the part of the traders who have overestimated the consumptive demand; Nicolaevak is, however, growing very rapidly.

Manchuria has been evacuated by the Russians, except in so far as is permitted by the Portsmouth Treaty. There remain 18,000 railway guards and fragments of the Third Siberian Corps. They will have their headquarters till April at Harbin, where are six infantry and two cavalry regiments with a brigade of artillery. The balance are thinly distributed along the railway with an advance guard of cavalry at Kuanchestre. There are 70,000 Russians in the place living on the enormous profits made in the war. Trade is dead, but money is plentiful, and the growth of the town is unbelievable. East of Harbin, the railway settlements are prosperous owing to the Jum- her trade, but west there is nothing doing.
