The date of the repeal of that Sipingkai Memorandum was fixed for September 18th, in compliance with the Imperial decision, and also by, a supplementary agreement with the Japaness Government. The Russian autheri. ties concerned are commanded to strictly observe this Ordinance.
The Sipingkal Memorandum referred to above is a treaty prohibiting Japanese and Russians from entering districts under military control of their respective countries without obtaining special permission from the respec tive competent authorities.
