PHILIPPINE STAMPS..
CURIOUS PARTICULARS. ;'
The stamps of the Philippines present many interesting features for study in the opinion of the Manila Timas. A-writer in that journal says that the first series appeared in 1894, be- ing copied from the series then current in Spain; but the artist (7) who made the ongray- ings produced such a caricature of Queen ***** Isabella that the Spanish Government was hor.. rified, and instantly ordered that no more of the stamps bo printed, fand, that those on band should be used only on domestic letters, so ibat they should not go out of the islands.. In. order to supply stumps for use on forelga mail, · supply of stamps that had been prepared. for se in Cuba was diverted to the Philippines,. and used pending the preparation of a more suitable series.
The political changes in Spain, whereby the Government was changed from a monarchy to a republic, the establishment of, a provisionál. Government, and the change back to the monarchy, and the accessions of the various rulers, are all illustrated in the issues of Phi lippines stamps, as is also the change to American sovereignty.
A special feature is made of full and accur ate reports of local occurrences, and of mat-stamps of which they had a turplus with the
terat general interest.
ADVERTISING. DEPARTMENT.
The longtong Telegraph is the best medium for advertising in China. It circulates
Communication between Spain and Marila being often interrupted, the supplies of some of the Philippine stamps ran out before others could be procured, and we find that the Spaniard met the difficulty by overprinting
desamination of which there was a shortage. There were special stamps for use on tele- grams, for mails, and, for the payment of the various taxes; sometimes one of these kinds ran out and then stamps intended for another use were surcharged to make them available,.. and this resulted in a tangle of surchargér, that would delight the soul of a Sherlock Holmes to unravel.
Besides the provisional stamp that appeared from time to time between 1859 and 897, there was completely new series issued in 1856, 1863, largely among all classes of the community, 1864, 187, 1871, 1874, 1881, 1800, 1892, 1894, 1896, and 1898, under the Spanish Government, is the largest daily newspaper and has a and in 1898 by the over-printing of the American stamps, and, the American series being chan wider circulation than any journal in the Farged in 1902, the supplies received from Warb

ington since that time have been of the 190a American designs. Of all these issues, those of 1854 and 1863 present the most difficulty as 10 rarity. But a fairly representative collection can be gathered without much cost, especially if the collector has access in the storing placa of such olit lette x n may have escaped the attention of the while, the climate, and other consumers bodo recards.
The insurgent government provided · itself with a series of postage stamps, and did quite a business for a shoni me. However, most of; the insurgent stamps now in collections are unused copies that were captured in the in surgent post offices by the American troops...
Undoubted used specimens are very scarce, though most of the unused ones, are quita,
