The production from the Japanese mills has been found to meet the demand and this was more keenly felt during the war. In consequence there has been a marked increase in the importation, of printing paper and pulp in recent years. What bearing has the issue of the recent trial on these attempts of society to protect itself? The first man's crime is a prendiarly aggravating one, and the law's punishment invariably strikes those who are affected by the crime as altogether inadequate and unsatisfactory. Hence a tendency to evade an appeal to the law by substituting a punish- .ment prompted by the individual's code. Dur. ing a period which covers the space of time usually devoted to a couple of holidays in Europe the second man will be able to make his mind whether the substitution of the individual's code for the law's code was or was not a satisfactory proceeding, and until society learns his decision it will not know whether he has been deterred from or encouraged in. similar action in'similar circumstances after March 19 8.
