The first period of the Government Salt "Monopoly comprised the ten months endet! March 31st, 1956, During that period it was estimated by the Government that it would be able to obtain the net revenue of sight million yen from the monopoly. Owing to adverse circumstances, however, the estimated" profit fell short by Y831,000 The extraordinarily plentiful rainfall experienced last year up to August greatly interfered with the production of salt, which was consequently much smaller than usual. r. Whether the administration of the Sani- tary and Building Regulations enacted by the Public Health and Buildings Ordin- ance, 1993, as now carried out in satisfac tory, and, if not, what improvements.can be made.
2. Whether any irregularity or corruption exists or has, existed among the officials charged with the administration of the aforesaid Regulation.
The Commission earnestly invite the in- habitants of Hongkong and Kowloon to co-operate with them by forwarding any com plaint they may have to make or suggestion to offer in connection with the matters aforesaid to the Undersigned.
Any person examined as a witness in the 1954 enquiry aforesaid who in the opinion of the Commissions makes a full and true disclo- sure-touching all the matters in respect of which he is examined will receive a certificate from the Commission which will protect the witness against any civil or criminal proceed- logs which may be instituted against such witness in respett of any matter touching' which he has been examined.
