Admiral Saito, the Minister for the Navy, is tepotted to be of the opinion that Japan is at present aver-burdoned with taxation.

That

being po, the Naval Minister has decided to make no fresh demands from the country for the branch of the service for which he is ro- sponsible, but to confine Japan's naval policy within the prescot financial limit,.."

Veroncular contemporaries report the state- mėnt ́of 'Admiral Saito as follows:---"There are in Japan so-called pàval authorities just as there are in Western countries. In the minds, of these individuals there are many visions of the Navy, and they would like to discuss what they call the naval scheme. Speaking for my self, in a responsible position, my plans are these. During the last session, of the Diet, asked for a vote of Y370,000,000 to restors the fleet to its former efficiency and for the purpose of replacing losses, the money to be voted in annual instalments up to 1913. The sum of Ya3.000,000 was voted for the present year. The work of restoration has progressed fusmore rapidly than I had hoped for, and there is every prospect of its being completed one or two years before the estimated time, with acorresponding reducting of exproditure.

"The existing tosnage of our pavy may be sufficient, but to keep pace with the efficiency of the navies of Western countries it is neces-

sary to replace old' vessels with others of the latest type, To effect this may of course increase expenditure to some extent, but this can hardly be described as an extension of the navy. A conference of admirals will shortly be sirm moned to decide how best to replace these old ships, and then the estimated cost will be sub- mitted to the Finance Department

On the 12th inst., in the Yokohama District Count, before judge Nagata, the hearing was esumed of an action brought, by Mr. E. C.

representative of Messrs. Samuel Sain. Honcho, z-chome, Yokohama. Mr. idenza appeared for the plaintiff and Mr. Takada for the defendants. This case, says the Japan Herald, refers to a claim of Y14,969.89 for Australian coal supplied.

It may be noted that the coal-3,177 1009 [933 (5.379.983ko to japanese-weight) was sold or November 1st. 1905, by the plaintiff at the pnce of Y65 per lö,ços kin. It was delivered 10 the defendants during January this year, and Y20,000 was paid on February 1st, it being
