SINGAPORE, THE GATEAAY ON

THE PACIFIC.

Singapore is the gateway into the Pacific Ocean; but it is more than this. it is the strategicul pivot round which radiate the three divisions of the Eastern Fleet--the East Indian, the Chins, and the Australia aquadrons, which are based respectively on Bombay, Hongkong, and Sydney. In time of war Singapore will be the central rendezvous of these three squadrons for coating, victualling and refitting, as well as for offensive movement. It will be our purpose to see how far it in at present equipped for its being taken by the Imperial and local

role as a naval supply base, and what steps are

Colonial Governments to develop its strategie

resources.

"

From a milltary point of view, the protected port of Singapore enjoys greater advantages than either Gibraltarfor. Aden, neither of which fortresses has any incorporated adjacent ter itory containing a friendly population able and willing to contribute supplies, and, if ne- cessary, fighting men for purposs of local de fence. The native population of the Straits Settlements, which, besides Singapore, include Malacca, the Dindings, Wellesley Province, and Penang, numbers roughly about six hundred thousand, that of the Federated Malay State* being nearly, eight, hundred thousand. In case of war the enemy would have to reckon with the hostility of all these people, the chiefs of the Federated States being bound by treaty to support the British Government with contin- gents of armed men...

Singapore is a striking example of the in- fluence of commercial, enterprise in building up the British Empire. It was occupied by Sir Stamford Raffies in 18g, not for military, but for trading purposes. The acquisition of Singapore his justified all the hopes of Sir Stamford Rafles. From small beginnings the island gradually became the entrepôt" for the whole trade of Siain, the Malay Peninsula, and the Malay Archipelago. Singapore now stands eighth on the list of the world's great paris: exclusive of native craft, nearly eleven thousand vessels with a burden of more than twelve million tons entered and cleared the harbour in 1994. Over fifty lines, of acean; going steamera yao Singapore as a port of call, the normal amoopt ui enal stored on the hare" bour wharves bring two hơndred thousand The pont is open to the world, no fons, curioms duties being leived.

SINGAPORE'S DOCKS. The Government of the Siraus Settlementa reflects the vices as well as the advantages of the Crown Colony system. Subject to the dis- tant control of the Colonial Secretary in Down ing-street, the Governor is a local autociat. He is assisted by an executive ouncil of eight members, who are the principal officers of the administration. Being lus subordinates, not his colleagues, these officers, carry on their duties under the Governor's orders.

Then there is a so-called legislative council com. posed of these eglu official members of the executive council, and seven unofficial in-m bers, of whom two are nominated by the Chambers of Commerce of Singapore and

• Penang, and the remaining five by the Gover nor. The legislative council débates and
