Obituary.

The death is announced of Prince

Duchy of Iranswick.

Amherst was passing the lighthouse he was signalled "sand by and then the chief officer and two passengers from the Segovia came on board. The former reported that his vessel, while on her way to Hongkong from Singapore, broke down when 21 miles out, and he wished to be brought back to Singapore to report the accident to the agents, Messrs. Beha Meyer and Cu, and obtain assistance, as the break down was a bad one. Capt. Scott of course brought his unexpected passengers on to Singapore.

The Segovia is a German vessel of 3,796 tons and arrived here on Wednesday from Hamburg, leaving on Thursday evening for China.

It is understood that the break is in one of the shaft tunnels, which is somewhat serious, and the vessel will probably have to go into dock. A Tanjong Pagar tag was rent out to her.

there is no longer any foundation for the Chinese contention that the appointment was merely a matter of internal organization. There is considerable difference between the position of the Wantups, which did little more than custersign, or act as a Board of Advice to Sir Robert Hart, and the position sow taken up by the Jawachu, which not only issue orders direct to the service, but studiously ignores in every possible way the existence of it in „spector-General. At preacul the material damage done to the international interests re- presented by the foreign control of the Cus--| toms may not be great; but the thin end of the wedge has already been inserted by the ex- penditure required for the overpaid staff. There is a legitimate fear on the part of foreigners that, in view of the excessive activity already shown by the Comptrollers-General, they are not usurping Sir Roben Hart's place merely to relieve a zealous official of work.. been based on a misapprehension. The authors of the Memorandum appear to have laboured un- toms is bound to prejudice very seriously der the impression that I claimed for the Nippon foreign trade with China. The China Associa Yusen Kaisha a monopoly of the maritime carry. tion is well advised to urge prevention athering trade between Yokohama and Shanghai, and than policy of luisseg farrz, which only leads to more drastic measures and more strained relations in the end.

On the ith inst, the following futher com ments appear in 'nur Shanghai contemporary —It is satisfactory to note that the British Pres- is not minded to sit down quietly under the rebuff administered by the Chinese Govern- ment to foreign prestige generally and to Great Britain's status in the Far East especially by the action of the new * Compimailers-General" of Customs. Yesterday, The Times published a strong article on the subject and did not hesitate to demand that the Edict of May 9 should be revoked or superseded. Here' in China we can heartily welcome this strenuous support of the cause we have so much at heart. There is little room for doubt that the Home Government is alive to the situation, and it is probable that the vigorous Memorandum of the (bina Association, backed by the unani. mous voice of the Imperial Press, will provide the Cabinet with the momentum they seem to lack of themselves which is necessary to in- augurate a more determined policy in the Far East. From the Diplomatic correspondence on the subject of the Imperial. Maritime Cus- toms it will be seen that in our Peking Legation at least no doubt was entertained regarding the seriousnesss of the Edict. In enclosure No. 9. Mr. Carnegie receives from Prince Ching the assurance that the appointment of the Comptrollers General "does not make any change.in, the Loan Agreement." That assur ance is being broken afresh.every day by the Comptrollers-General. There is no question of drageoning the Chinese Government into making concession or adopting a new policy against their will. We demand only the due observance of promises and Treaty ob'izations. Great Britain and the British public remain well disposed towards China and anxious to promote her political and material welfare, but no Western nation can tolerate on the part of the Chinese Government a subile policy of slights and pinpricks calculated to impair the prestige of her subjects throughout the Chinese Empire.

In a recent issue of the Hongkang Telegraph we gave the account of the arrest of a Chira: man named Tang Chu, of No. 22, Cheung Sun Street East, who was alleged, with others not in custody, to have assaulted two coolles in a house in Holland Street, West Point, with

that I denied the right of any other company to compete on that line. I cannot fied that even thai the words ascribed in me by my interviewer warrant such a construction, and I beg most emphatically to disavow any assertion of such a strange doctrine. It is my opinion, and 1 ought to convey that opinion clearly to heavily for the position previously held try a my interviewer, that the N.V.K., having paid foreign company that line, and having, through a long series of years built up a business of considerable importance and value, should now struggle with its utmost energy to retain, in the face of all competition, the ad- vantages it has won in a similar way as foreign lines have done in other ports where they have established themselves.

The high reas are open to all, and 1 con deutly affirm on behalf of the Nippon Yusen Kaisha, that it claims for itself no right of com. petition which it does not frankly concede to others, and it seeks no advantages which it cannot, car in friendly and straightforward rivalry.

May I ask you to accept these assurances yourself and convey them to the members of your board in the hope that the same publicity may be accorded the direct expression of my. views as that given to the Memorandum above referred 10?

In reply, Mr. Charles V. Sale, Chairman of the Yokohama Foreign Board of Arade, ad- dressed a communication in the following terms to Mr. Iwanaga:

I am in receipt of your favour dated the 28th August, in reference to the Memorandum by the Yokohama Foreign Board of Trade on, the subject of Shipping Competition. In expl pa tion of our action, I refer to the Chugat Shoyya! Shimpo of the 13th June, where the series of articles commences with the words:-

"Competition on the four principal Steam- ship lines.

"Spoken by Twannga Shoichi, Managing Director of the Nippon Yasen Kaisha."

In addition to this direct statement, the whole series of articles is very complete and minate in its details regarding the business of the Nippon Yusen Kaisha, their plans, pro specs, and policy. These circumstances, to- gether with the fact that a discussion of your remarks in the local Press elicited no denial from yourself or the Company, certainly seem. ed sufficient to justify this Board in regarding
