The news of the opening of Taire has been greeted with satisfaction in Furope and America, à satisfaction that would have been greater, if it were not for the onrentonable attitude taken up by China with regard to Manchurian trade. In spite of representations at leking on the part of the British, americas and Japanese Legations, the Waiwups has not taken any effective steps to establish Customs Hau es on the Russian frontier, although it would seem to be ready enough to establish Customs Houses at the points of contact with the Jap nese sphere. With re- gard to the frontier between Manchuria and Russian territory, however, the Waiwupn shows extraordinary apathy. Russia has made no secret of hèr intention to make Vladivostok the part of entry to North Manchuria, and she continues to pour in her goods free of duty. The Japanese Press have not vanaturally raised a protest at this disregard of the frontier, and see in it another attempt on the part of Russia to make North Manchuria her own sphere of influence. Japan. has agreed to the establishment of Customs Houses, on the frontiers between her sphere and Manchuria, THE Undersigned have received instructions
provided that a similar course is adopted on the Russian frontier. She can hardly be ex pected to consent to an arrangement that would practically nullify many of the benefits she hoped achieve in the late war. While Japan would, perhaps, have been better advised, if she had allowed foreigners so subscribe for shares in the South Manchuria Railway Company, it cannot be supposed that by her action the contemplates in any way a violation of the pledges to

Tairen is a part of mushroom growth, and has not fulfiled the anticipations ol its designers, for since the building of the break- wer the entrance to the port has been abstracted by ice at certain seasons of the year I received an artificial brom before the wat, and it may well be open to doubt whether, when the Chinese Customs are established, it will succeed in replacing permanently New chwang as the principal southern port of entry into Manchurin.
