1. Whether the administration of the Sani- tary and Building Regulations enacted by the Public Health and Buildings Ordin- ance, 1933, as now carried out is satisfac tory, and, if not, what improvements can be made.

2. Whether any irregularity or corruption exists or has existed. among the officials charged with the administration of the aforesaid Regulation.
