PHILIPPINES DUTIES COLLECTION.
PRIOR TO MARCHĘ, 1902.
he following cablegram was received on the and inst, by the Manila Government ;
General deficiency Appropriation Bill, us passed, contains provision ratifying collection of tariff duties in the Philippine Islands, both imports and exports, prior to March 8, 1903, and legalizing such collections as if the same had by prior Act of Congress been specifically
authorized and directed.
Coudert Brothers, the attorneys who made the fight for the reload of duties, when ipter viewed by the Catenews on the and inst, and SOCKS (Linen) LADIES AND informed of the cablegram received by the Government as above, said: Despite this action of Congress our clients will receive their money in due time. The paly effect of this legislation will be to delay the payment of these duties until the Supreme Court can decide the legality of Congress' action. It will be remembered that in its decision of May 29 last on the sehenring the Court decided only that the Act of July 1, 1902 did not in fact ratify or legalize the collections which are- the subject of these claims; it deliberately left open the question of whether Congress had LIVEN HÄNDKERCHIEFS, JAVA | the power under the Constitution to legalize - ERONGS.
these collections, It is not anticipated that MANDARIN COATS, COTTON there will be any difficulty or delay in recuring a decision from the Supreme Court declaring this last Act of Congress uncon. SILK LACE SCARFS AND SHAWLS.stitutionat. in fact the Supreme Court in.. the De Lima case has already decided that Congress had not the power to ratify the illegal collection of duties after suit had been com. menced to recover. This question was fquare- ly before the Chun in that case and the language of the opinion was unequivocal and most positive. And in the recent, opinion on the reheating the language of the Court war- rants the belief that the Court is still of the same opinion

Only two weeks ago a telegram was sent to the Senate protesting against such legislation and stating that the refunds would certainly operate to the benefit to the Filipino people and to the islands generally.
This cablegram was signed by the three Filipino Commissioners, the entire Philippine Press, the free Chambers of Commerce, the banks, Archbishop Harty, and the represent alive native lawyers.

Mr.Robert A. Ekanayaka, clerk in charge of the Waterworks, P. W.-D., Colombo, is a gentleman well-known to many people in Cey lon. Some five or six years ago Mr. Ekaoay ska was nationed at Batticaloa. There he contracted Malarial Fever, and this insidious disorder got such a hold upon his system tha Dyspepsia in a severe form and other ailments set in. Finally' his health got into such a wretched condition that he had to be transfer red back home.
But after his retum Colombo Mr. Ekanay aka found himself little or no better. The Feser continued to attack him at intervals, his

Whilst for ever taking medicine and accing doctors I could poi get well; the old troubles always returned.

it was by driving the malarial poison from blood that Dr. Williams' Pink Pills for Pale People commenced their cure of Mr. Ekanay aka; after that they imparted strength and richness to the blood, and thus the weak con rested organs of digestion were fed and given
