On the 22nd of December fol- lowing Japan had already concluded her negotiations with China in regard to the ar Lingements for the restoration of Manchuria, and some of the provisions of the Treaty of Peking, such as for the opening of foreign set- lements at Mukden, and other cities, have already been carried out Russian negotiations with China in respect to the transfer of the orthern part of Manchuria are still hanging fire.
