But she now stands in the position of victor and therefore there is nothing to be pessimistic about in the fatura. Take italy's case. Her extent, her oil and her climate resemble our own more or less, but she has a population of only 26 millions and a national debt of over 5,000 million yea! We have a population of 45 or 46 millions and our debt is not 3,000 millions. So long as Italy can bear it there is no reason why Japan should not be able to do so. Italy has no coal. From

her factories and her agricultural plant she, the operating of her railways to the working of has to depend on foreign countries for the materials of her motive power. Japan, already rich in coal, has lately received A large addition to her supply. That she is in a hopeful situation goes without saying.
