With practice this manoeuvre came to be performed with good results, though lo the absence of the funnel the speed during the approach was necessarily slow; it was, however, stealthy, and at night the objective was to email as not to court attention from the Russians. Under special circumstances which arose this device could not be employed. What was to be done ? In the emergency five young officers undertook to act as human torpedo craft well knowing that in all probability none of them would escape with his life.fter due preparations they left (510 their ships after darkness had fallen, entered the water in silence, than took in his charge a. small torpedo which had been made ready. AUSTRALIA'S NAVY..

TORPEDO FLOTILLA TO BE FORMED.

The long discussed project of a local wavy for the Australian Commonwealth is about to materialise.

Captain. R. Cresswell, Director of Naval Forces to the Australian Government, has been

spending some time in England, obtaining

provisional lenders for torpedo craft.

He has made the rounds of the important naval building yarts on the Tyne and Clyde, and has now forwarded specifications and estimates for the construction of four destroyers and four torpedo-boats to Senator Thomas of definitely placing the orders. Playford, with whom rests the responsibility

It is not suggested that this force should in any way be a substitute to the British Australian quadron. It will be merely supplementary to

it.

Captain Cresswell, in the course of an interview, very clearly explained the views of the Australian authorities upon the subject of the proposed local pavy.

TO ASSIST THE EMPIRE'S FLEET.

"Our ides," he said, “is to assist the Imperial Fleet, and not to supersede it. Our little navy will stand in the same light to the Britis? 'leet that a solitary watchman in a warehouse does to the organised police system.

"We propose to begin by building up a torpedo flotilla. I am due back in Melbourne by the middle of June. The estimates will then come on for discussion, and I think I'may | say that the scheme I propose will be adopted. The additional expenditure incumbent upon the Commonwealth will be about £100,000 per

annum."

Sir George S. Clarke, of the Imperial Defence Council, with whom Captain Crosswell has been in consultation, is understood to favour

this schema.

At the Admiralty, however, the idea of a local Australian navy is not regarded with a very friendly are.
