It had been expected that the demand, that rather suddenly had sprung up for tonnage to ond at Saigon for this port, would continue, and
any simultaneous orders from any other quarter would have helped to bring rates upon level remunerative to owners, instead, after a further fixtures at between 16 and 15 cents, according to size of boats, Saigon-Hongkong Chartering has stopped entirely, and in no other has there been anything like a press- nquiry during the fortnight.

It is believed that some arrangement has been come to by the newcomers with Norddeutscher Loyd, which latter Company had so far practically held the monopoly of the trade. Nothing definite is known. Whatever may have been langed, or what may be arranged the appearing on the scene of more "liners" will mean the more effectual keeping off of the outside boat from the trade, which is to be regralted.

WHAT THEV HINK OF THE
EDUCATION BILL
My friends have had a great week in York- shire's beautiful health resort. The weather, though the air has been eager and nipping, has been brilliant; the Yorkshire folk have been unremitting in their hospitally; and business and pleasure have been agreeably blended.
Of course, the great Education Bill has been the theme of the week. Last Saturday the executive of the Union spent all day drafting a series of resolutions on the bill to take the place of the motions already on the paper for the public sessions. The debates on the substituted motions opened on Tuesday morning, after the delivery of the president's
to
-Nottingham, and Mr. Shawcross, of Manches
ter-both, by the way, Churchmen trained in. Church colleges. My excellent friends, Mr. Bentiff, of West Lambeth, and Mr. Lishman, of Bradford; wanted to ge much further, and wipe the denominational college entirely out of existence. With characteristic
eristic good sente the Conference-mixing the desirable with the practical-threw out the amendment. Miss Bio Broome, woman, rf Ipswich, whose burning zeal on a delightfully chibusiastic Church- behalf of the cause of the parson and the Church always makes me feel almost hall-a shamed of my reforming temperameni tried to lure the Conference into the Previous Ques tion." But, for this time only, she charmed in valo: the Previous Question was hopelessly last, and Mr. Craft's motion to favour of a conscience clauss for the training colleges was adopted by a tremendous majority,
THE TRIUMPH OF: TIME.
One topic more only. The bill says in effect that in urban areas the State teacher may religious teaching under the scheme of "ex volunteer if he likes to give the denominational, tended facilities, provided for in the bill. On the other hand, in the areas where there would the scheme of the bi!! presumably be only one certificated teacher,

that the teacher in this case must not volunteer. The executive of the resolutiondo the effect U.T. came up with that the teacher should not be allowed to volunteer in any school or under any circumstances whatever. This was a pretty strong order. But my good friend of Tuesday, Mr. Crowther, came along with an equally strong order on the other side. He asked the Conference to say that the teacher should be how-dye-do, as Gilbert would say. My own allowed to volun:cer everywhere. Here was a
view is that if time had permitted the "Previous Question "leaving the billas it stands--would the end have been carried: As it was, closing me was reached, while my good friend and erstwhite crack Lancashire foot. baller, Mr. George Sharples, was seconding
Mr. Crowther's amendment. Thus inc once again solved a troublesome problem.-Dr. Macnamara, M.P., is Aforning Leader,

A LESSON FOR THE BISHOPS, The first motion (which I had the honour to submit in the name of the executive) asked the Conference to approve those principles of the hill under which all public elementary schools, their teachers, and managers are to be brought Hong-under complete popular control, and under which creed tests for teachers are to be abal. ished. Around this proposition a great fight raged. And never was the good temper, the toleration, and level-hende ness of the Teachers'

Catholic teachers and Church of England teachers all grimly determined to fight this motion to the bitter end. Two deeply.com, vinced denominationalists, Mr. Crowther, of Bolton, and Mr. Fleming, of Oldham, followed. me in violent opposition, asking the Conference substantially to leave, the denominational system untouched. For two hours the debate. centred around religion. And yet no word was; I said that could hurt anybody's feelings. Ex-" Tensions of time were most freely given even to those who were obviously in a hopeless minority, and a most admirable tone and temper were maintained throughout. The whole incident was the finest exhibition of steady discipline and self-restraint on the part nl 2,000 people massed together that ever have witnessed in a long public career. Would that those who will beat the Drum next Ecclesiastic in the country for the six months would learn to perform the opera tien so decorously.
