Captain Almond was fined $10 and sentedced to impr:sement for one day because an East Indian passenger on the Rubi suffering with rachoma escaped from his custody.
Justice Carson wrote the opinion of the Supreme Court and all concurred. Jo brief the decision says it was evident Congress in drawing the statute concerning the care of im migrants refused a landing and committed to the care of the ship's o cers for return to the part of depaiture, did` noi avean to be arbitrary but in demand only reasonable care and diligence.

The entertainment yesterday commenced with a piano dust, very tastefully played with much precision, by Misses Pearce and Edith Rodger, which exhibited remark. able musical talent and training. The court says funther: The act of Congress should be given a reasaab e interpretation, with a view to effect its puspase to prevent the unlawful introduction of alen immigrants into this country, thus provision should be con- strued as making the stup's officers criminally responsible at althazards, for every breach of the rules of the unmigration offers in regard to the landing of aliens, the ship's offices would doubtless claim the right to use all the force necessary to avoid the penalty of the lawned Ordinance: and I do further require and to compel all immigrant aliens to comply with the rules laid down by the immigration officers. What would be the result of such power it is easy to imagine, It is difficult to see how a ship's officer could insure compliance with these rules by all abien passengers aboard his ship, without soch confinement and deten- tion as might result in great hardship to every immigrant passenger aboard the vessel, whether such passenger has or has not the intention or desire to violate any law of this country. We' think this statule was not intended to secure the phertience to all the rules of the immigration officers at all hazards, but at most to require good faith and full diligence in the effort to comply with item.

STRUGGLES FOR THE ATLANTIC RECORD,
Britain has set itself a difficult task for 1906 —that is, la restore to the nation the blue riband of the Atlantic passage, now held by the Germans, and the good wishes of all loyal sub- jects will go out to the owners of the giant turbine Chaarders, which are being got ready for the great struggle for supremaer
The contest will be the keenest International race of modern times, for the Germans do not intend to let the record of which they are the proud owners slip from their grasp without puiting up a keen fight. While Britain is placed the "Better Land," and was deservedly ing all her faith in huge liners fitted with tut bine engines, the Germans propose retaining the old and well-tried reciprocating engines, and are building a new mail-boat, to be called Pringerin Cecilia, to meet in rivalry the Conard's new champion, a vessel nearly 350 times larger than the caravel wherein Columbus crossed the Atlantic to discover the New World. In view of the great race which is to take place in the near future, it is interesting to recall the remarkable 'voyages made by our German rivals, by which they are the holders of the blue riband for the Atlantic.
The Hamburg-American Company 'set the pice a few years ago, when they launched their magnificent liner the Deutschland, and put her to the test. That boat accomplished the best maiden trip ever made by any liner. Leaving Plymouth on July 6th, 1900, she crossed the Atlantic in five days, fifteen hours, forty-six minutes, covering in that short period 3,044 miles,
