Following our remarks, which appeared in last week, or money lenders in Hongkong. An article on somewhat similar lines ap peared in a number of the Straits Times just to hand. After dealing with the nuisance which the Chetty is to the Colony, the editar- ial proceeds: Quite recently, the judiciary of an American State held it as being against public policy to perink Government clerks to negotiate their salary warrants, and something of this kind may well be attempted here. To the subordinate clerk in the employ of mercan tile houses, notoriously beset by interest-hvat ing Cheties, the protection of the Government may well be extended, as well in the interests of the clerks themselves as in those of their Employers, A usery law, a drastic but futile expedient, would not remedy the evil of which we are complaining, as the acuteness of the money-lender would be sure to devian a counter- expedient whereby the amount of his claim would bende to appear mainly as principal, to which only the statutory rate of interest would on tensibly be added. Nor does the case with which a debtor may obtain relief in the insolvency Court appear to curtail the business of the Chetty who, as far as possible, secures himself against the intervention of the Couri by charg- ing a rate of interest proportionate to the risk And, while the operation of the Insolvency Act generally leaves the Chetty unaffected, it does not tend to improve the morale of bor. rowers who, once having obtained rallel, wil! ask for it again and again. If the humble Eurasian or Chinese clerk is ethically unfitted to protect himself, it is surely the duty of the legislature to come to his rescue by the enact- meet of some such ruling as the courage of the American Judge above referred to has achieved.
