be lost sight of, however, that, as participators

́in Companies incorporated under the present Acts, wo have no right to lose more than we cán well afford in the event of the venture, ba- ing unsuccessful.

Some may suggest that it is the duty of the Government to had the money, for colosın" enterprises. But the question arises. Would the Government be justified in using the public funds for these purposes? Could its action ba vindicated were it in build hathaus, piers, and, having arrived, Consignees of Cargo are hereby in many cases, towns, an every suitable por

tion of our sea coast? Fuch a proceeding on informed that their Goods, with the exception of Opium, Trensure and Valuables, are being the part of the Government would mean either a tax upon those who could ill afford it, and landed and stored at their risk into the hazardous and/or extra hazardous Godowns of the Hong-who would receive no individual return for their money, or at the most a return of 2 per kong and Kowloon Wharf and Godown Com-

cent, or 3 per cent, on a public loan. Limited, Kowloon, whence delivery may pany be obtained.

Optional Cargo will be forwarded unless notice to the contrary be given before It A., TO-D AY.

No Claims will be admitted after the Goods left the Godowna, and all Goods remain- have ing undelivered after the 1st of May, will be subject to rent.

All broken, chafed, and damaged Goods are to be left in the Godowns, where they will be examined on TUESDAY, 1st of May, at 9.30 A.M.

All Claims must reach us before the 7th of May, or they will not be recognized, No Fire Insurance will be affected.

There exist, of course, frauds in connection with public Companies, but these are by no means so general as many imagine. The torrible dance of the South Sea Company which was established in 1711 by Hailey, Eat! of Oxford, and which is known as the South exx Sea Bubble," is about one of the worst amples of fraud which bletary records, and even in our own day there have been isolated rases of fraud-some of them too recent lo Recessitate reference-which give colour to the popular impression that fraud is easier of accomplishment in a public concern that in a private one.

Bills of Lading will be countersigued by the the word "fraud is often applied where "want. Undersigned.

*JOINT STOCK ENTERPRISE.

[495

The history of Joint Stock Companies has been traced back to a very early date and such concerns as the Bank of England, the first charter of which was dated July 27th, 1694, the New River Company, in which James the First participated, and the Hudson Bay Com which was incorporated in 1670, are still pany, famous institutions. Their first birthdays date from the times when ladies wore fardingales, and displayed a stomacher of satin; when houses were of lath and plaster; when sewĊIE were unknown, and filth and garbage of all descriptions were thrown into the streets; when noblemen carried their beds about with them when tapestry preceded wall paper; when Whitsunales and morris dances were popular sports, and when "dying" coaches' ran so miles a day in summer and 30 in winter. Companies in those days were incorporated by

Royal Charter Act of
