ABSURDLY INADEQUATE SALARIES,

Government has taken an economical turn, for which manst of us should be thank'ul. Better late than never1. But the pour European constable can hardly be expected to be satis fed with the receipt of less say than that given many a Eurasian Government or Municipal employee, who is accustomed to I've'on balf what a European, ordinarily spends. The pay of the European constable now figures out at about $70 a month. It is our opinion, says the Eastern Daily Mail, that a European who can not secure $150 a month is out of place in the Far East and ought to be shipped home at the expense of his Government, if he is not able to pay his own passage.

Notwithstanding the evenness of our temperature, the cost of living is much prenter here for Europeans than it is in Europe. The Americans have recognised this faci and are paying larger salaries in the Philippines than are given in America. When the writer was in Manila'some five years ago, constables were receiving the American La month and tres quarters; whereas the customary pay in America for similar services is from £10 to £ra without fres quarters. We have been informed that the pay of the Manila police has since been raised a £18, the former figure having been found inadficient. Yes, notwithstanding the absurdly inadequate pay given our hardworking con- stables, the salary of our higher officials, as we have previously pointed out, is ridiculously high. Men who would get in business houses from $250 to $400 a month are drawing under Government and the, Municipality from $500 to $1,100, the wages of a European constable for a whole y

e year. Is this justice? We regret that it appears to us decidedly unjust and impolitic as well. It is remarkable that our Police keep as honest as they do, considering, the op portunities they have for making money dis honestly and the absurdly, inadequate pay granted them. It speaks exceedingly well for the moale of the Force, but the time seems to be at hand when the importation of new men will the necessary, and it cannot be expected that they will maintain the excellent record of the present Farce. With the examples which they have before them of enormous salaries granted for mere clerical work in other depart ments of the service here, it is not to be expect- ed that a spirit of content agd of pride in their position, which is essential to first-class service, can prevail.

Mrs, Thorogond had just rome home from | work when an "Express" representative called upon her at home in a street off Kennington. road at 8.30 in the evening.

She was "ready to drop," as she said, with fatigue, and her baggard face, wrinkled with lines of care, her bent and drooping body, and trembling hands were all too sufficient evidence of a life of toil and privation. Her age is sixty- three, and her grey hairs give a pitiable

lamination to her tale of slavery.

"I work at a factory in Tooley-street," she said, "and it takes me an hour to get there. I have to leave home at seven o'clock in the morning to be at work in time and I don't leave until 6.30 at night-sometimes 7.30.

"The walk in a bit of a strain upon me now I'm getting old, and my boots aren't of the best to ge out in this damp weather,"

She exhibited a pair of boots she was wear. Ing. At least, they were bogle once, but nearly the whole of the uppers had disappeared, and the solas were of painful thinness,

The poor old woman was also ill-clad, al- though is was evident that she tried to make es neat a show as possible: An old blouse and ragged skirt comprised practically the whole of her clothing.

"What do I have for dinner?" she went on in reply to a question. "Anything i can get for a penny. Sometimes a bit of bread and some water I always baya a cup of tea at ion time though," she said, her face brightenlag, (That was an untold luxury to her.
