The Bill provides that inspection shall be made of consulates under instructions from the Secretary of State, and that each consular office shall be inspected at least once in every two years. Every consul r officer will be required whenever application is made to him therefor, to administer to or take from any person any oath, affirmation, affidavit, or deposition, and to perform any other notarial act which any notary public is required or authorized by law to do within the United States; and for every such notarial act performed he shall charge in each instance the appropriate fee prescribed turned into the Treasury of the United States. The sole and only compensation that consular afficers shall be allowed to receive will be the regular salaries fixed by law. The Bill alsa provides that every consular officer shall be be provided ad kept supplied with adhesive official stamps, on which shall be printed the equivalent money value of denominations and amounis to be determined by the Unied Sinte's Binte Department, and whenever a con. sular officer is required to perform any.com sular or notariat act, he must affix and duly cancel an adhesive stamp equivalent in valtic to the fee prascribed, and a sucts act shall be legally valid within the United States unless such stamps are affixed.

We have received information to day to the effect that the steamer M. Struve, of which Messrs. S'emssen and Company are the local agents, has been wrecked on her voyage to Chinking. The 5.5. M. Struve, commanded by Captain F. Bremer, let this port on Friday last, with a cargo of sugar consigned to Chinkiang. Sho is reported to have struck aro k some time on Sunday last near Ock. seu island, midway between Amoy and Foo show, and about three hundred and fifty miles from Hongkong. An excursion which should prove a very welcome change from the stereotyped routes is that promoted by the owners of the well-known river boats Kwong-chow and Kwong-lung. It is proposed that during the continuance of the great annual Chinese festival which takes place at Chek-was, these vessels will run trips to that port, beginning the excursions daily from to-morrow. The vessels will leave the Wing Lok Street wharf at 8 a.m. each morning and leave Chek-wan on the return journey to Hongkong af z p.m. The single fare to Chek. wan will be $0.50 and the return fare $2.50,, 0 that it cannot be said the expense will be very great. Meals will be provided at the uniform price of $1 each. Iith inst Another effort is to be made in Hong- kong to establish here a school for physi cal culture, in which boxing, wrestling, and gymnastics will be taught by two expert exponents of these manly arts. This new school has been opened at No. 17 Queen's Road, Central, text to Messrs. Gregor and Co.'s offices, and is under the superintendence of Mesura, Bert Delaney and Lou Romah, both gympasis of wide experience, who have taught the uable art in most parts of the world including America, South Africa, India, Australia and the East, Mr. Delaney himself having had ten years experience in pray for the exteaching in the Fast alone.
