On investigation it was clearly proved that the grounds of the complaints made were all apparently based on incorrect information have ing been furnished the Guild. The committee were able to assure the Government of this, and on behalf of the shipping community to add their appreciation of the manner in which the present Harbour Master has shown himself ready to modify regulations when it has been demonstrated that this might reasonably be done without detriment to the general good of

Changes have been made in the Ordinance and regulations dealing with the import and export of sugar, which have been published in provious annual reports, principally to enable sugar in transit through the Colmy to be stored or transhipp d. The godowns of the Hong. kong and Kowloon Wharf and Godons Com- pany, imited, have been declared authorised gndown's for the storage of sugar under the Act, and the prohibition of imparts of sugar from Brazil has been withdrawn.

Later the Hongkong and Kowloon Wharf & Godown Co., Ltd., brought to the notice of the committe two cases of accident to ships berthing at their wharves whilst in charge of a European Pilt and suggesting that the scan. ship companies should be advised to employ in view, experienced Chinese pilots anly. bowever, of the Ordinance, having so recently come into force the committee were unable to see their way to take any further steps in this direction until the licensed pilots had more time to prove their capabilities.
The Merchant Service Guild, Liverpool, about the same time, also brought up the ques- tion of the Hongkong pilots boving sufficient knowledge to properly navigate vessels appren ching each ther, and a reply was sent through the Government that the extent of the examination was sufficient to ensure licensed pilots having the requisite knowledge,
FISCAL REFORM.
The resolution parsed. at the last annual meeting requesting the Government, to be good enough to forward to the Chamber details of any proposed legislation in the nature of fiscal reform which might affect the trade of the Colony was duly conveyed to the Government and the reply elicited can be regarded as satis. factory.

SECRETARYSHIP.
The Secretary, Mr. A. R. Lowe, was granted months' home leave during the summer, and Mr. J. F. Bingham, who was appointed to act in his place, efficiently performed the duties of
the office.
FINANCES.
The Pinnacle Rock Fund has been increased, by the addition of interest, to $4,75097. No demands have been made on the fund during

LIGHTING OF WANG MUN ENTRANCE T THE WEST RIVER.

A schee for tie lighting of the Wang Mun Entrance to the West River by the erection of a light either on Lintii Island or the Southern extremity of the Swailway was referred by the Government to the Chamber eatly in the year. and the ieply sent advi-ed a light on the western edge of the washway.
It was then fore with much satisfaction that information was afterwards received that the Imperial Maritime Customs had established a much needed light in this position on 7th Novem- ber, and nisu a beacon turking the southern edge of the Bank abreast of tone Island.
CHINA COAST METEOROLOGICAL REGISTER, The Government having invited the Cham- ber to suggest any ali rations in the informa tion published in the daily register issued by the Observatory, the shipping firms and agencies were requested by circular to be good enough to give the committee the benefit of From the informa- thely views on the sul ject tion thus acquired va 10us saggestions, having for their object the improvement of the register from a shipmaster's standpoint, were forwarded to the Government for their consideration.
The committee were glad to note that the Government are anxious to act on the sugges tions mad- and improvements are expected in the following directions víz:-
1. Acceleration of delivery.

2. Better printing as soon as the new mach inery ordered arrives.
3. Forecasts for 24 hours along various
routes.
4 Explanation of typhoon signals hoisted.
Inclusion of atmospheric pressure on the millimeter scale.
A report on the average distribution of, fogs along the China Coast is also promised shortly, as well as the inclusion of diagrams in the Observatory's annual report showing the track of typhoons occurring during the year.
QUARANTINE RESTRICTIONS AT SHANGHAI.
Under the terms of the Venice Convention Hongkong was released from quarantine on or about September 11th, but the Government be. ing unable to obtain the removal of the restric tions agalast arrivals from Hongkong at Shang. hai suggested that the Chamber might address the Shanghai Chamber on the subject. This was done, and on the 19th October (nearly weeks after moat other parts had removed plague restrictions) information was received that the Shanghai authorities had withdrawn the quarantine regulations. As there were only 1 cases of plague in Hongkong during September the precautions taken at Shanghai during the year seem to bave been unnecessarily stringent.
REGISTRATION OF SMALL CRAFT UNDER THE BRITISH FLAG.

The matter was promptly taken up by the Government and An Ordinance paared enabling small craft to obtain British registry without complying with all the requirements imposed under section 4 of the Merchant Ship pingOrdinance, No. 10 of 1899.
TIME BALL AT KOWLOON POINT, In response to an inquiry from the Goverer ment, the shipping firms and agancias were consulted as to the advisability of removing the time ball at Kowloon Point to a more suit able position. Finally it was suggested to the Go, Jrnment that the ball be moved to Signal Hill, or to the top of the Observatory balding, or to raise the présent structure. It was also

CHINESE NEW YEAR HOLIDAYS. PRINCE ARTHUR'S VISIT-PROPOSED HOLIDAYS; The Government having expressed a desire for the opinion of the Chamber on the question of public holidays at Chinese New Year, and on the occasion of Prince Arthur's visit to the Colony, the committre advised that two days might be given on the former occasion but with some reluctance, as the last of the two days fell on a mail day. The day of Prince Arthur of Connaught's arrival in the Colony however. being also a mail day and the ceremony of welcoming bim occupying so small a portion of the day, it was unanimously agreed that a public holiday would be a serious inconvenience to business men and on general grounds un- necessary. Also that as the Banks invariably closed a nonn on races days and the sesidenta generally took the matter in their own bandı the official notification of a public holiday on the first day of the races was not required."
