THE SINGAPORE PRESS.

FLIPPANT REMARKS OF A RIVAL.

It has been suggested that the Director of Public Works takes a morbid delight in issuing proclamations to the effect that people on this level and on that will only be allowed an into the finitesimal supply of water during certain hours of the day. Some saturnine individuals have even been heard to say that the advertise ment is useless, because never at any time do they get a full or adequate supply. While there are others, the minority, of course, who would not touch water at any price, or, at least, undiluted water But with those in the last category we have nothing to do. Those thirsty souls who believe in the efficacy of water for general household purposes would have had their hearts uplifted with joy had they been in the vicinity of the Queen's stated yesterday morning. About 7 am, or it might have been earlier, but unfortunately our informer is not of the "early bird" species, a huge jel of water was rising from a hydrant in statee square. It was fine spectacle for those who can- not get sufficient water for the matutinal tub, or the morning cup of coffee-to which a former correspondent so feelingly referred. The water was rising like a fountain, spread ing fau-like as it rose, and then it descend ed and made straight for the sea, which, fortunately, was close at hand. Atyam the unrehearsed exhibition was in full swing, and people were wondering who would be charged for the display, gloomy pessimists suggesting that as usual the taxpayer, ie, the tenant would find the item in his little bill. The water was flowing out et the rate of 100 gallons un hour - moderate estimate. Nobody interfered with it. Between 13 and 12 it suddenly stop ped, and the crowd melted away, proud that they had been privileged to view fresh water in March. Who, then, can argue, that there is a scarcity of water is Hongkong?

BANGKOK BOILER EXPLOSION.

FOUR KILLED; THUITY INJURED,'

A bailer explosion, unfortunately attended with fatal consequences, occurred at the Steam Saw Mills of Messrs. Eng Liung Yong, nt Wat Saker, Bangkok, on the 2nd in-t. At about 11.30 the big boiler which drives the machinery exploded, without any premonitory warning so far as can be ascertained. There was a sudden loud report and the bailer house crumbled into rains, whilst the big iron chimney swayed and collapsed with a crash. When the great cloud

It is rumoured that another newspaper is to be floated in Singapore, and the first issue is expected to appear on 1st June. A scoffing 'writer in the Straits Times writes:-At present Singapore supports two afternono papers-the Singapore Free Press and the Straits Times. There is also a morning paper, the F. D. M. Does another morning bantling hope to sup plant any one of these? Does it expect to thrive upon the field where we have harvested and gleaned? But," says one man, "oppo sition is a good thing for the public." Quite so; and the above list of charitable objects should then include the public. Another re marks, Well, now, look at the Harinsworths and others at home; see what they have done," Quite so; at home the readers are reckoned by millions while here they are counted by scores. And yet," adds a third, "how about, the advertisements; they ought to pay? "Quite so advertisements do pay, but you have first to get them and then to keep them. Advertisers advertise in the reading public, not to the reading staff; and a paper must show a circn- lation worth consideration, be'nie advertiseis will make any serious approach in iis direc tion, "B," cries, a fourth, "I advertise much. if help to, start it new paper, I shall be helping myself when I advertise," The advertiser who sinks money in a new press venture because he wishes to reduce his advertising expenses by pocketing some of the profits from his own advertisements deserves all the profits he can obtain. But still, let us not damp the ardour of the speculator ton profusely, There are certainly positions—yes, two, but only two-where money invested in a morning' | paper in Singapore need not be lost; nay, might

of steam and dust had cleared away, it was return something by way of income. The first found that the boiler had been blown right across the klong. Four persons were killed 'and about thirty injured. The boiler fell on a house across the klong, 100 yards away, killing one man, and another man, who was lying there ill, died shortly after, it is thought, from the shack; a woman, in a boat on the klong was killed, and one man in the engine house itself was brought out dead, Of the injured, eight were so severely hurt that they had to be conveyed to Bangkok Hospital, the others sustaining various cuts, bruises and abrasions, Three of those taken to the Hospital were not expected to recover.

ZIF WEATHER,

The following report is from Mr. F. G. Fig First Assistant of the Hongkong Observatory:--- On the 17th at 12. 15 p. The barometer has risen over Japan, and fallen over China, parti- cularly in the North.

A depression which is probably moving Eastwards, has appeared over Manchuris, and the highest pressure is now found over the Paci fic in the neighbourhood of the Loochnas..

Gradients are gentle over S. China, and moderate variable winds may be expected in the Formosa Channel, and moderate E. winds over the N. part of the China Sea..

is where the capitalist is a journalist and a married man, who undertakes the management and editorial work himself; whose wife and daughters look after the accounts; whose wo older sons boss the compositors' room, while the younger ones clean out the place when their school is over. That is one position where something, no fortune, but a livelihood, might be made, with prudence and extraordinary Juck, out of a morning paper in Singapore. The other position is of a slightly different character-interesting in every sense of the word to those interested in its peculiarly in- teresting nature, and possibly interesting to them alone. It is unique and not on offer to the public, though it might be displayed before them, any day.

The scarcity of Hongkong coins in the open market is well recognised, and with the Postal regulations that all money must be paid in to that institution in that class of coin, it would be interesting to know how much of it is in A actual circulation, and how many ordinary individuals can produce, at a moment's notice, out of their pickets or purses, one or two dollars in that very desirable coinage.
