An important ramour which, it is alleged, is well founded was current in Chinese circles in Hongkong this forenoon. It was stated that Viceroy Shum has been promoted Acting Viceroy at Nanking in room of Viceroy Chow-fu.he latter, it is reported, will replace Viceroy Shum ni Canton. If this tumour be true, and it was given to-day on the authority of Chinese from Canton, it means that the Government at Peking have been compelled to act on the representations of the merchants and gentry at Canton, and that the real cause of Viceroy Shum's removal is the attitude be

EXTRADITED TO ITALY.

When the s.s. Fichiu left the harbour al about three o'clock this afternoon, she had a somewhat unusual party of passengers among her complement. These consisted of two alleged Italian murderers, who have been extradited for trial in their home country, with their custodians, consisting of a sergeant, a corporal and two marines of H. I. M. S. Marco Pole, who are charged with the safe conduct of the prisoners hence to the custody of the au thorities in Italy.

[We appreciate the views expressed by our correspondent "Reason," and are glad to see that the subject-matter of "Property Owner's? letter has been taken up for discussion. Reason" has, in our opinion, so far missed the point that he assumes "Properly Cwner" to be in opposition to the Sanitary Laws of the Colony, whereas, in reality, what he expressed himself distinctly against was the manner in which the laws were enforced. The Laws are undoubtedly for the Colony, but it is the vacilla fion in the methods of administration pursued by the Sanitary officials, and the uncertainty of their. actions in the interpretation of those laws, which arouse the irritation of property owners, and are the points which our correspondent yesterday desired to impress upon the public, with the view of Jedressing the grievances of which he complained.-ED., IKO

If all the projected commercial combines are arried into execution, says a Japanese contemporary; it lanks as if Japan will soon be as much a land of Trusts as the United State The latest report of this kind is that, through the efforts of Baron. Shibusawa and Mr. Iida Güichs, arrangements have been made for the amalgamation of the Osaka Spinning Company, the Mie Spinning Company, and the Osaka Calico Factory. The combined businesses are to be known as the Sarrei Komiai, and the amalgamation is to continue in force for at least seven years. The Mitsui Bussan Krisba 1st have sole charge of the combine's sheetings in Corea, At present the exports of these goods to the Peninsula by the three Companies have totalled about 300,000 rolls' per annum, but it is believed that the amalgamation will largely increase this figure.
