As may be remembered, the Diadem is now on a friendly visit to the French colony at Saigon and will later welcome Prince Arthur of Connaught.
The French are noted for their easy disre. gard of certain couventionalties, but even they may be expected to hold up t'e hands at the sight of officers of His Britannic Majesty as

A precedent cited by Kipling in his story of by the Diadem's offices, but Kipling isn't strong on decorum and his code would hardly go in a court martial.

to "meet the French,"
So the British officers would seem to be "up against it. If the worst come to the worst, Bg-leaves are fortunately plentiful in Saigon. Doubtless palm-needles are used on the Diadem, so the officen may be made at least presentable. Clad in a kirtle of green and covered with blushes they would probably be able to evade arrest,

To zan BUTOR OF THE "HONGKONG TruEMAND." Se observe that a contemporary states that the Bandmann Opera Co, will give & performance in the Theatre Royal on Thursday, 29th inst. This statement has given great satisfaction to the unmarried ladies of Hong kong, and especially to those who did not avail themselves of last Leap Year, which occurred two years ago. As the time between now and that date is short, we trust that you, through your invaluable columns, will draw attention to the fact that this year is, at any rate in the opinion of some people, a Leap Year.-I am,

A new railway is projected to connect Bhamo in north-east Burma with Mamein, not Moulmein. Now Momein is the Burmese name for Ting yuch or T'eng-yuch, and Teng-head or tail of it. What Leap Year and the yuch is about 120 miles to the north-east of hame and in Yuu-nan, that is, in China. At one time, says a contemporary, it looked very probable that the French advance northward would cut us off and render impossible rail with the connection of Burma by Yun-nan, but fortunately the advance was stayed, and now it seems that the nection will be sun an accomplished fact. At T'eng-yuch we have a consul, custom-house, telegraph office, &c. The town is on the bank of the river Tapin, which joins the Irrawadi a few miles above Bhame. Although, this rail way will link up Burma with Yun-nad in a way, it will not have immediate commercial value as
