SINGAPORE AND THE DOLLAR.

At the meeting of the Singapore ·Lagiaktive Council on the 19th inst, the Hon. Mr. A. Huttenbach naked the following questions!.

(1) "Will the Government, in' the face of their opinion as stated by His Excellency reganding speculative risen of exchange, take such steps as are in their power jo prevent and arreat the evil complained of, and if not, why not?

(2) "Do the Government intend to consider whether it would not, be just to grant come pensation to the sterling-pald members of the

Civil Service for the rise in exchango, in no'far, and only for such portion thereof, as it, is | zalely due to Government action affecting the Currency?"

the present metal hónní, but this is only a su, perficial aspect. Silver is nai one of the metals affected by industrial requirements, for its ant ployment in manufacture is small compared with the monetary demand, and the latter, in consequence, practically controls the price. And here we touch upon the unexpected in the recent rise. With Mexico the Straits Settlements, the Philippines, and even hina disestablishing, or preparing to dineatablish the white 'metal nu a monetary standard, nothing seemed less likely

then an advance in the monetary demand. Yet kuch is the perverally of silver that it is just the Improbable thing which always happens. Many factors have contributed in this, but three have been especially overative." "In the first place, India, where silver was disestab'ished year ago, continue, to import nearly as much of the metal as before the closing of the mints It may be objected that this demand is only in part for my mey purposes, and this is tru; but then its use for ornament is still based on the persistent belief of, the natives that silvēr is a money metal. In the second plver, the Far Eastern war has led to a large demand for Manchuria, which, since the conclusion of peace, has extended to Korea. Finally, there la China, which has started coining silver in place of bronze for its teeming millions. This explains the past movement in the price of the white metal, but the question now la what thé future will bring. This is difficult, to forecast becsus" of the afore-mentioned perversity of silver. But there are a few factors which can exercise a potent influence on the price move- ment. To begin with, there is production, This has been, nearly stationary for the last decade, with a slight'upwar trend toward the end of the period, as shown in the following
