HONGKONG, FRIDAY, JANUARY 12, 1906,
A QUESTION OF SANITATION, Awakening at last to a realisation of the terrible mortality among infants and the high general death rate of the community, the Legistative Council of Singapore decided A. S. WATSON & CO., recent meeting to appoint a Commission of Inquiry to investigate the whole subject, and submit recommendations for the amelioration of this unhappy state of affairs. It seems to be the opinion of those best cal. culated to judge in Singapore, that the root of the matter is to be found in the bad sani- tary system in force in that Colony. So far as Singapore is concerned, this is no new question; time and again it has come before the Municipal Commission, only to be dealt with in the most perfunctory way. But ap- parently the subject has reached ah acute stage, and under the enlightened règime of Sir John Anderson an effort is now to be made to grapple with what is undoubtedly 1 matter of supreme public importance. Our correspondent in Singapore telegraphed yes terday stating that Dr. Cook, the Medical Officer of Health in Calcutta, had been engagi ed to conduct a prelitalnary examination into the sanitary condition of the Colony, and to frame a list of its sanitary requirements. It is evident that the Govemment have re- ceded from their original position, which was to appoint a Commission composed entirely of local residents. The most public-spirited resident is apt to find his sense so blunted by familiarity with objects which at once strike, the stranger as incongruous in a modern city, that his services, valuable though they may be in other spheres,' are practically worthless in a pruely technical matter, such as the sanitary and hygienic principles followed by the municipal authorities.
