Therefore, though it may be difficult if not impossible to point out what Mr. So-and-so at Towkay Thie-or-that has to do with the question of the Vagrancy Evil, there is no doubt but every well-to-do Ta8 member of the community must do some thing to help. The rules regulating the upkeep and control of destitutes, as set forth in the Ordinance, are, not calculated to render the Workhouse, or whatever else the detention depot may be called, an attractive residence for those to whom labour is irksome, and who find the rarer and more stimulating comforts of the stomach, of prima, necessity to file. So much the better. Such an-institution should not be made a paradise or a place of of the Europeans who' will 'drift into it from ease; and that all the more because the majority bereabouts belong to the class who have long forgotten the injunction that man shall earn his bread by the sweat of his brow.
