The Nichi-Nicht is surprised at what it describes as the recklessly stupid financial, policy, pursued by the Government. "We have repeatedly offered advice to the Govern ment," our contemporary remarks in a tone of despair," to the danger of having re- course to foreign loans in consolidating the post-bellum finance, adducing incontrovertible figures and statistics, but it has failed to take heed of our warning. Nothing but an object' lesson would seem of avail to bring those in authority to the real sense of the situation. It is deplorable that owing to the thoughtless action of the Government the people should undergo an experience more bitter than that following the Japan China war of 1894-5."

It is the more suT. prising that the Government seriously contem- plates the redemption of domestic foins with money obtained by the new loan at a time when a large amount of money should be raised by means of loans to defray the expenditure re quired for the evacuation of Manchuria and various past-balium undertakings. At present the domestic money market is generally dull, but there is no doubt that an active demand for capital will arise sooner or later. If a large amount of money is unloaded on the market at this moment circulation will become mors and more lax, and the, expansion of currency will inevitably cause a rise in the prices of general commodities. A mania" for the promotion of sequel, with a consequent demand for capital various enterprises will occur as a natural and a tightness of the market. That the business world will be ultimately plunged into a panic such as that experienced after the war of 1894-5 ja me clear as daylightsim.
