CHINESE AND THE AMERICAN BOYCOTT.

S12-On Bunday last there was a large and Chinese territory, on the other side of the imposing procession in the village of Lappa, in Inner Harbour, opposite Macso, in honour of a Chloese hero,, known as: Fung Ha Wal. This man, who resided at Shanghai, was known to be in affluent circumstances, and was one of the promoter of the boycott against Amori- can manufactures and commence in China. The facquitable procedure of the Americans directed against the Chinesa in the States affected the unhappy patriot in such a way that he died at his own hands. His compatriots are now endeavouring, to delfy the deceased and they, in my opinion, are doing well, since they are manifesting to the world at large that the people of China are, as á matter if fact, animated by a spirit of patriotism and union concerning questions affecting their vital in- teresis, and seek justice accordingly.

Mr. Balfour Browne stated that he had on the previous day called for a letter from Mauri Just & Co. with reference to the repair of one, of their vessels at Tanjong Pagar. This was a letter written upon a report of the captain who expressed satisfaction with the manner in which the ship had been repaired and despatched, When that letter was produced, ha (Mr. Bal- four Browns) sald that the captain had received a commission. He now produced the captain's receipt for £50, dated the day the work was completed. He also produced correspondence from Messrs. Holt & Co. of Liverpool complain ing of the general state of the accommodation and management of Tanjong Pagar Dock, with reference to the detention of their ships.

Lord, Wobert Cecil replied that if the captain of Messrs Just & Ca'a vessel received this bribe for bis letter, it was paid not by the Com pany but by the Board for the receipt was dated 11th July. A charge of this kind should never

have been made in tha' absence of the captain who was accused, and the production of this receipt, in his opinion, merely added to the offence. It was a gross breach of privilege to make the statement that this letter was an un- rus letter because the captain had been paid to write it
