BRITISH SUBJECTS AND FOREIGN PASSPORTS..
BY W. A. BRAYLEY HODGETTS.
The case of Rex v. Brailsford suggests a number of questions which, like "the flowers that bloom in the spring, tra la ! have nothing to do with the case. The guilt or innocence of the accused will be satisfactorily established in due course, in the impartial and unimpar sioned spirit for which our tribunals are so Justly famous. But it is open to doubl whether that guilt or lanocence is likely to excite to any great extent the imagination. of the average sensual man. Dature is prone to look at most things from the surjective point of view, and it is only for the globe-trotting Englishman that the passport question may have a personal interest. days, at least, cordially shared the contempt of its subjects for the passport system.
To the above. I should like to add an ex- perience of my awe
In the autumn of 1891 I received instructions from Reuter's Telegrami Company, in whore- employment I was, to proceed to Russia, travel about that country, and investigate and describe the condition of the people, who had been visited by a famine. My investigations look me, among other places, to Kazan, which At that time was without a railway, although it was one of the halting-places for convicts on the march to Siberia. Thinking no evil, and dreading none, I presented myself to the Governor-General of the Province of which Kazan is the capital, and was received with the courtesy and charm of manner for which the Russian gentleman is deservedly celebrat ed. In the kindness of his heart, the Governor. General placed his Chief of Police at my disposal. This formidable official was to take me about, show me the province, and escort me to the districts in which the pinch of. hunger was most acutely felt. Such goodness was too much; I protested that I was unworthy of so great an honour, but the Govenor General gently insisted, and I could only express my gratitude. When I returned to the inn where 1 was staying I found that the Chief of Police had already called on me. I lost no time in returning his visit. He re
ceived me alinosi affectionately, but kept eye. ing me very hard. After some conversation, le at last confessed that when he had heard from the Governor-General that I spokd Rus sian, he wondered whether I was not a famous Nihilist whom he had known as a boy. "Of conise,” he said, "now that I tee you, I can see plainly that you are not he, but even if you had been, I would not have betrayed my old friend." For the sincerity of this speech I am not pre- pared to vouch; all I know is that if that ex- ceptionally genial Chief of Police had taken it into his head to identify me as his old friend the Nibilist, no "Civis Romanus sum" would have helped me, and my British passport, which I bad obtained from an English Consul in a-Continental capital, who did not know me, and which had been visé by a Russian Consul who never set eyes on me, would have been useless. Karan, as I have stated, is on the way to Siberia: I should have been quietly walked off to that legendary land, and that would have been the end of me I do not wish to insist unduly upon my own narrow personal: view as to the undesirability of such a termipas tion to the romance of my life, but I appeal to any open-minded compatriot, and feel sure that he will agree with me that he would not prefer such an end for himself to all others. 1. have heard ugly rumours about Siberia which have not impressed me its favour as a place of per- manent residence.
