To-night, fat the Connaught Hotel, a big Chinese dinner party will be given in honour of Mr. Wong I Fang, the Chinese Commercial representative, who has just arrived here from Pekin to look into local commercial conditions in this Colony, before proceeding into the in terior of China and investigating matters per taining to the consmerce of the provinces. The hotel has been gaily decorated, under the superintendence of the mannger, Mr. F. Bishop, with festoons of evergreens and flowers, and the "dags of all nations." The hotel having so recently been re-painted and refurnished affords an excellent place for these functions, while the manager is ever indefatigable in looking after the welfare and catering to the comfort of his guests. Covers have been laid for 84 diners in all, and the private dining-room has been tumed into a perfect about for the occasion, while a band stationed in the south verandah will add the charm of music to the proceedings.

THE OSAKA STABBING CASE,

REASONS OF THE COURT. · Coosiderable attention was aroused some weeks, ago, says at the Japan Chronicle, by the sentence passed upon a coolie named Kato Chojito, who stabbed Mr. Ruegenberg, the assistant engineer of the Osaka Gas Company the knife narrowly escaping a vital pari. For this crime the coolie was sentenced to ini- prisonment for a ten of fifteen days with labour. The sentence appeared lenient when contrasted with the offence, and seems to have

encouraged the coolies to continue their menaces against Str. Ruegenberg, who, after receiving many threats, was compelled to leave the country, and has now returned to America. In view of this latter circumstance we have applied for and obtained a copy of the judicial decision giren, with a view of learning Lansdowne to acknowledge the receipt of your the reasons advanced for the leniency shown

MR. A. S. Mihara, the Hongkong manager of the Nippon Yusen Kaisha, left Bangkok on the sth inst. by the Nuen Tank for Slagspore. His visit here, says the Bangkek Timer, bas naturally revived the discussion as to the like. libood of a Japanese steamship line to Bang kok being established by the N.Y.K. Probably nothing has yet been finally decided on. But it is toferably certain that when the war is over," the Japanese steamship Companies will mprá than ever devote themselves to the coasting trade throughout the Far East It is very natural that these operations should be extend-

Question asked in the House of Comeinas, April 19, 1905.

No. 1.

Sir Gilbert Parker.-fo ask the Under-Se cretary of State for Foreign Affairs whether he has any official information showing that the terms of the Mackay Treaty made in pursuance of Article XI of the Peking Protocal of Sep. lember, 1901, to facilitate commercial relations between China and foreign countries have, in effect, been ignored by China; that the rights referred to have been violated by provincial oficials who have levied likin' on goods cover. ed by transit passes; have forcibly seized car- go at the barriers; and have illegally interfered with agents and employés of British mer! chants; that in contravention of the Mackay Treaty heavier duties are levied upon foreign owned cotton-mills than on native mills in the country; that, in contravention of Article 11 of the Treaty which provided for the introduction of a nationat uniform coinage, the provincial authorities continue to mint new copper cur- rency; and that the reform mining Regula tions arranged for in Article IX of the Treaty have (i) remained unfulfilled; and if so, whether the Government intend taking action, in concert with other Powers, to secure the falfilment of the obligations into which China entered in 19 1.

Answer.

No information of the acts alleged in the question has reached us. Such acts would be violations, not of the Treaty of 1902, but of Treaties concluded with China at an earlier

date.

His Majesty's Minister at Peking has been informed, in reply to his inquiries as to the steps which had been taken to carry out the provisions of Article II of the Treaty of 1902, that the Office of Financial Administration bas presented a Memorial to the Throne proposing the establishment of a general mint at Tientsin, for the coinage of silver and copper, and the introduction of a uniform national coinage. As soon as definite arrangements have been made, they will be communicated to Sir E. Salow,

With regard to the inining Regulations, the Chinese Covernment state that Regulations have been drawn up, but that it is necessary to

In considering the law, the Court finds that the action of the prisoner comes under Clause 2 of Article 301 of the Criminal Code, but as extenuating circtimstances exist in the the case in favour of the prisoner (the Court dues aut distinctly mention what these are), the penalty prescribed in the Article in question will he commuted by two degress, in accord ance with Articles 89 and go of the Criminal Code. The Court therefore orders that the accused be imprisoned for fifteen days with hard labour,

We may add that Article 301 provides that a person who shall have assaulted and injured another, causing him to be sick or incapacitated for work for over 20 days, is liable to imprison- ment from une to three years. In case the duration of sickness or incapacity for work is less than 20 days, imprisonment ranges from one month to one year.
