No doubt they will be welcomed in any American shipyard, for such of them as are artisans and dockyard trained are highly skilled workmen, For years past there has existed in the-Royal dockyards an excellent system of secondary education. Men who have passed through these schools are now filling important; poste in many of our large private firms. They (776|| sought other fields because Government ser- vice offers such poor prospects. The Admir alty must know this well enough, yet seem content to continue spending public money on training #mart boys to become valuable ser- van to somebody else, instead of to the de partment which provides their education and ought to have the benefit of their service.
