which these officials, doubtless with the sanction and direct command of their superlofs, are apt to be so energetic that thefr efforts to secure prosecutions under the regulations of the city partake of the nature of persecution. Yesterday the master of the Piut Beau, one of the Messageries Mari times Company's vessels, was prosecuted on a charge of creating a smoke nuisance. This is not the first time that the Messageries Maritimes agents at Hongkong have had to answer such a complaint. Their officers have previously been bailed before the Court at the justance of the Sanitary Board and mulcted in damages because they failed to regulate the emission of smoke from their vessels. When it is remembered that the shipping of Hongkong is the life" blood of the Colony; that the great majority of people are dependent on the shipping for alivelihood; and that without the shipping Hongkong would be a barren isle inhabited | only by a few troops and mayal men, it will be admitted that some consideration should be shown to those who are helping to foster the trade of the island. If the conditions of the shipping trade are harassed and hampered by pettifogging officials, whose time might be better spent in looking after the cleanliness of the city, the decline of Ilongkong as the premier port of the world, so far as tonnage is concerned, is at hand. Who are the people that complain because a vessel belonging to the port raises. a cloud of smoke for a few minutes ?
