The contrast between then and now is piquant indeed; but it requires no specially keen per- ception to discover the seeds of Japan's present amazing harvest of Western civilisation in the babils and the mentality of the Japaneso as Ligin found them nearly half a century ago. It was on the 3rd of August, 1854, tha! Lord Elgin's #quadron of three British warships steamed into Nagasaki to only port to which the Japanese would admit foreigners, and there only under the most severe restrictions. · He and his escort were delighted, with Japan and the Japanese, and the following description certainly throws light upon that extraordinary capacity of the nation to rise o the call of duty.

vidual; but, in so far as one can judge, this system is not felt to be burdensome by any. All seems to think it the most natural thing in the world that they should move in the orbit in which they are placed... There is no Juxury oreniravagance in any class, Nojawals or gold ornaments even at Court; but the no bles have handsome palaces and large bodies of retainers. A perfectly paternal Government i a perfectly filial people a community entirely self-supporting; pea e within and without; no want; no ill-will between classes. This is what I find in Japan in 1858, after a two hundred years' exclusion of foreigners, Teen ty years hence, what will be the contrast?' Such seemed Japan to Loid Elgin before West- arn encroachment had forced her to fight the West with its own weapons, and little could be-shrewd though he was-foresee that tremendous master-stroke of the irony of destiny by which Japan was to avenge. the interference which compelled her all on willingly to admit the stranger within her gater Elgin succeeded in the abject of his visit he obtained a treaty of c micerce, and the consent of the Japanese the presence of a diplomatic agent at Yido and Consuls at some six other parts Ife and his es ort also did their best to see as much of the country as they could Considering how intense was the Japanese hatred of foreigners at that time, it is remarkable that once only they were treated to a shower of stones. "To the unlettered Japan. cac nil foreigners were Chinamen. Groups of rstainers of the nobles would collect and show signs of contempt for the supposed Chinese traders, and sometimes the populace cried after: the British: Chinaren, Chin.man, have you anything to sell? With the troubles that arose after his departure, in consequence of the reactionary feeling of the conservative classes against foreigners, Elgin had nothing to do; but it was only in 1865 that Sir Barry Parkes succeeded in obtaining from the Mikado the ratification of the treaty signed seven years previously. The chapter devoted to the second Chinese mission, which includes the history of the march of the English and French forces apan Peking, is caplint reading but i does not tell us much of Lord Figin's own share in the events narrated, which was, indeed, inferior in interest to that of the soldiers and sailors.

PROOF READERS' SINS.
Authors, Journalisis, and publishers, who' know the value of an intelligent proof-reader, were among a large company at the annual din- ner at the Trocadero Restorant, of the London Association of Correctors of the Press, under presidency of Mr. Anthony Hope Hawkins,
Professor Churton Collins, in replying for Literature," while recognising the value of good proof-readers, illustrated, in a humorous * manner some of their frailties. A friend of 4. his was acquainted with an old gentleman who would never again read a newspaper. The
ald gentleman lost his wife, of whom he was ["very fond, and upon notifying her death by advertisement in a newspaper to friends he Was, amated to read, "Fiends will kindly accept this intimation." (Laughter.) There was great voracity on the part of the public es to devour good erature, but somehow there fold put were few. Indications of the fodsence which was exercised by that literature. The two dominant : powers in the world were journalism and science. The distinction between four Movie-nalism and literatore was that Iterature was
aristocratic and journalism democratic. Liter ature led journalism followed. The British public were simply leading journalism by the nose, and into fournalism was poured almost sil the ganly and ability on the literary side
