LONDON, 23rd June, In the Canadian House of Commons, the Minister of Agriculture announced that a despatch was sent to the Foreign Office on 6th instant, asking that Canada should be included in the Anglo-Japanese Commercial Treaty of 1894, the Tokyo Government having intimated that they were willing to overlook the previous refusal of Canada to participate.

A prisoner would be found, often innocent of the crime of which he was accused, the victim of vengeance or misfortune. if he had no money to pay a ransom to the intermediaries, his gaolais, he was condemned to death in advance. That he was poor was sufficient argument for his accusers.
It frequently happened that the prisoner did not even know the crime of which he was accused. What did the laws maiter? There were always willing witnesses to be found to denounce the poor prisoner of imaginary crimes. The prisoner had first to be inter. rogated.
He had to kneel on the ground against a tree. His feet were tied to the base. His hands were tied behind his back. So that he was half-falling all the time. His head, fatigued, after he had been in this position for several hours, fell towards his stomach. Fixed on the ground, upon a bamboo, was a bayonet pointing towards the throat Of the prisoner, ta remind him that he was in danger all the time.

The retirement of the Russians from the Kuonsong region on receipt of the news of the Tsushima defeat, was due to the insufficiency of their provisions and the weakness of their rearguard. Two or three thousand Russians are still south of the Tumen. The Japanese cavalry vanguard is already north of Kuan.

It was pretended that the use of red-hot pokers to the body was an excellent surgical operation, that it cured certain unmentionable maladies, and that it was excellent for enlarging the knowledge especially of those who knew nothing.
It was horrible to witness then scenes. It recalled the worst atrocities of the Spanish conquerors in America. Nero himself in his delirium would have been affrighted. The first Christian manyrs in the circus did not soffer so greatly.
It frequently happened that the victim, dur. ing the torture, died or lost consciousness. Then the body would be buried with all haste, Just as it was, in the kitchen garden of the residency. The European gardener, or the man who performed these functions, declared that the earth would be well fertilised.. Thirty bodies were buried there. The truth of that was proved by the fact that an examining officer, sent to inquire into these, things, exhumed several bodies. ·
