In these circumstances Dr. Nacsen has Issued an appeal to the effect that Norwegians have done everything to bring the negotiations for the establishment of separate Consuls for Norway to a successful issue. They welcomed the provisional agreement between the Nor- wegian and the Swedish Governments. At the last elections the Norwegians rejected a Go vernment who for a moment had shown them. solves vacillating, and in their place they put man who would take up the 'work and carry the negotiations to an end. But suddenly, without any pravocation whatso. ever from the Norwegians, the Swedish Prime Minister dismissed from his Ministry the
• man who had conducted the reconciliatory negotiation, and then put before the Nor wegian Gayarament certain demands for guarantees which were altogether new and could never be accepted by the Norwegians, | and so formulated as to prove that he did not deem it worth while to disguise his contempt for the sovereignty of Norway guaranted by the Constitution worn to by the King himself, and by the Act of Union. The first paragraph of that Constitution declared that the kingdom of Norway should be free, independent, indivisi. ble, and inallensble, united with Sweden under ons King. They had now been occupied with this ma I question of separated Consuls for 15 years, with aut making any progress. Yet they believed that in two or else five years more they would have come to an agreement about the dissolution of the Union itself. To the Norwegians this seemed mere fully.
